【摘要】：進入21世紀以來,中國與亞非拉發(fā)展中地區(qū)先后建立起多個整體合作機制,構成了中國與發(fā)展中地區(qū)整體外交的總框架。中國與發(fā)展中地區(qū)的整體外交具有以中國為主導、側重地區(qū)整體性、強調"發(fā)展中國家"屬性和機制化等特征,不僅是南南合作在新的歷史時期的發(fā)展和豐富,更是中國大國外交理論與實踐的重要組成部分。當前各大合作機制有的已進入成熟收獲期,有的則開始快速發(fā)展,它們都凸顯了互利性、提升了戰(zhàn)略性、強化了機制性和規(guī)劃性。同時,中國在對發(fā)展中地區(qū)的整體合作進行布局和規(guī)劃時也面臨諸多挑戰(zhàn),各發(fā)展中地區(qū)具有各自的地區(qū)特點和各有側重的發(fā)展需求,但當前運作模式趨同的整體合作機制難以體現(xiàn)差異性;中國與各發(fā)展中地區(qū)的合作基礎有的建立在政治互信上,有的則建立在經濟互利共贏的預期上,不同的合作基礎會影響合作機制的發(fā)展前景;其他大國力量的影響、地區(qū)內部一體化程度以及國際與地區(qū)形勢的變化因素均對整體合作機制產生影響。中國作為這些整體合作機制的倡導者和推動者,應積極謀劃和應對。
[Abstract]:Since the beginning of the 21st century, China and the developing regions of Asia, Africa and Latin America have successively established a number of overall cooperation mechanisms, which constitute the general framework of the overall diplomacy between China and the developing regions. The overall diplomacy between China and the developing region is characterized by its leading role, focusing on regional integrity, emphasizing the attributes of "developing countries" and institutionalization, and is not only the development and enrichment of South-South cooperation in the new historical period. It is also an important part of the theory and practice of China's great power diplomacy. At present, some of the major cooperation mechanisms have entered the mature harvest period, others have begun to develop rapidly. They all highlight the mutual benefit, enhance the strategy, and strengthen the institutional and planning. At the same time, China is also faced with many challenges in the layout and planning of overall cooperation in developing regions, each of which has its own regional characteristics and development needs with particular emphasis. However, it is difficult to reflect differences in the overall cooperation mechanism of the convergence of current operating modes. The basis for cooperation between China and various developing regions is either based on political mutual trust or on the expectation of mutually beneficial and win-win economic development. Different bases of cooperation will affect the development prospects of the cooperation mechanism, the influence of other powers, the degree of regional integration and the changing factors of international and regional situation all have an impact on the overall cooperation mechanism. As an advocate and promoter of these cooperative mechanisms, China should actively plan and deal with them.
