【摘要】：政治聯(lián)盟是國際關(guān)系領(lǐng)域的普遍現(xiàn)象,當今中國無往不在政治聯(lián)盟之中。一方面,它處在與朝鮮的正式政治聯(lián)盟和與廣大發(fā)展中國家的非正式政治聯(lián)盟之中；另一方面,只要看看遍布中國周邊的美國盟友和美軍基地,再看看2011年2月8日美軍參謀長聯(lián)席會議發(fā)表的國家軍事戰(zhàn)略報告所體現(xiàn)的圍堵中國的戰(zhàn)略意圖,不難作出這樣的判斷：中國處于包圍之中,而包圍的施動者是美國主導的政治聯(lián)盟。如何認識和把握政治聯(lián)盟規(guī)律、運用政治聯(lián)盟戰(zhàn)略、破解政治聯(lián)盟包圍是值得我們深入思考的重大問題。本文分為五個部分。第一部分從理論上給出了自己關(guān)于政治聯(lián)盟的定義,從實踐角度闡述了政治聯(lián)盟的成因、特征、困境和瓦解規(guī)律。第二部分分析了中國所面臨的政治聯(lián)盟包圍的形勢,指出中美矛盾是中國國家安全問題的主要矛盾,中國與韓國、日本、歐盟、第三世界的矛盾是次要矛盾,而朝鮮、俄羅斯和第三世界國家則是中國的盟國,并詳細分析了中美關(guān)系在全球地緣政治競爭中的戰(zhàn)略地位、總體特征、美國的戰(zhàn)略困境和中國在美國地緣政治大棋局中的定位。第三部分分析了美國主導的政治聯(lián)盟包圍中國的歷史和宗教根源,指出東方民族在歐亞大陸上由東向西沖擊歐洲的長期歷史,給以麥金德為代表的西方戰(zhàn)略家留下了深刻的恐懼心理,所以他們一直將東方視為警惕、防范和削弱的對象,在當代則表現(xiàn)為對中國和俄羅斯的包圍和遏制；同時,指出正是猶太教、基督教、伊斯蘭教一神教原教旨的獨裁性、狹隘性或者說是非寬容性的特征,孕育著某些政治勢力(包括國家政權(quán))披上宗教外衣欺騙和利用信眾,進行國際爭奪的可能性,而共濟會這個秘密組織則利用這種可能性對西方發(fā)達國家的金融、政治和意識形態(tài)進行著超黨派控制,對基督教各教派和社會其它部分進行著偽宗教改造,并且已經(jīng)制定了用核武器和生物武器消滅地球人口50%—90%的、邪惡的第三次世界大戰(zhàn)計劃。第四部分分析了中國構(gòu)建反包圍政治聯(lián)盟的必要性和可行性,指出構(gòu)建政治聯(lián)盟是構(gòu)建和諧世界和保衛(wèi)中國自身安全的需要,而共濟會和美國所主導的政治聯(lián)盟雖然強大,但卻并非不能戰(zhàn)勝,根本原因就在于其宗旨的邪惡性、狹隘性、獨裁性、反動性和運作方式的陰謀性、欺騙性和殘忍性以及這個政治聯(lián)盟內(nèi)部深刻的橫向與縱向的利益矛盾。在此基礎(chǔ)上,總結(jié)我國過去的政治聯(lián)盟經(jīng)驗,提出了我國將來構(gòu)建政治聯(lián)盟的原則和方法,提出一方面要利用好既有的國際組織,如聯(lián)合國、上海合作組織、東南亞國家聯(lián)盟和將來的東亞共同體,尤其要本著爭奪主導權(quán)和有利于發(fā)展中國家的原則,改造聯(lián)合國及安理會,另一方面要尋求新的結(jié)盟對象,如蒙古、伊朗,并提出朝鮮將來參加上海合作組織的可能性以及把朝鮮和俄羅斯整合進東亞共同體的可能性。提出奪回琉球群島是中國主導東亞共同體的前提條件；提出未來發(fā)展中日關(guān)系的大方向：在徹底清算日本侵略歷史的基礎(chǔ)上,如果中國和日本的劃界問題仍一時無法解決,兩國可以在東亞共同體框架下,先從學術(shù)界開始,探討避開劃界問題,在雙方之間建立按人口平等分配物質(zhì)和科技財富的共同體的問題。如果雙方都認為合算,再進入官方層次進行具體操作,積累了經(jīng)驗教訓之后,還可以將其它國家吸收進來。結(jié)論部分是從中國傳統(tǒng)哲學特別是中醫(yī)理論的視角對政治聯(lián)盟進行了新的審視和概括,指出政治聯(lián)盟戰(zhàn)略,要在得道,旨在多助,弊在牽制,危在分裂,患在叛賣；在政治聯(lián)盟和“道”的關(guān)系上,二者是“用”和“體”的關(guān)系,“道”應(yīng)該是天下之公利和大利,是政治聯(lián)盟的目的和依歸,政治聯(lián)盟是實現(xiàn)“道”的手段；中醫(yī)之道,總體要求就在于“平天下”,就是要平等分配世界資源,讓世界人民大體均衡地共創(chuàng)繁榮、共享和諧,而不是組織狼性的政治聯(lián)盟去包圍、打擊、奴役和剝削小弱之國及其國民。
[Abstract]:Political alliance is a common phenomenon in the field of international relations. Today, China is no longer in the political alliance. On the one hand, it is in the formal political alliance with the DPRK and the informal political alliance with the broad developing countries. On the other hand, just look at the US allies and US bases around China, and then look at the February 8, 2011. The national military strategy report, published by the Joint Chiefs of staff of the US army chief of staff, reflects the strategic intention of blocking China. The conclusion is a new review and summary of the political alliance from the perspective of Chinese traditional philosophy, especially the theory of traditional Chinese medicine. It points out that the strategy of political alliance should be in the right way, which aims to help more, the disadvantages are taken into account, the danger is split, and the two is in the relationship between the political alliance and the "Tao".
