【摘要】：當(dāng)今世界，能源問題已經(jīng)成為影響世界格局、決定國家命運的重要因素。中亞因其重要的地緣戰(zhàn)略地位和豐富的能源資源，，在國際能源格局中具有重要的地位，一直吸引著世界主要大國的注意。 作為歐亞大陸的三大主要力量，中歐俄在爭奪中亞能源方面成為直接競爭對手。中亞是中國實現(xiàn)油氣來源多元化和能源輸送安全的戰(zhàn)略重地，中國與中亞的能源合作一直保持著良好的勢頭。但隨著競爭的加劇，中國在中亞的戰(zhàn)略空間也在受到擠壓。歐盟在中亞地區(qū)一直是比較邊緣的參與者，但在2007年6月，歐盟出臺了對中亞新戰(zhàn)略，著重強(qiáng)調(diào)了對中亞地區(qū)能源的關(guān)切。俄羅斯則一直視中亞地區(qū)為其“后院”，在各大國紛紛介入的情況下亦奮力出擊，以努力維持在中亞地區(qū)的主導(dǎo)地位。而在俄羅斯維護(hù)其主導(dǎo)地位的努力中，能源一直是不可或缺的組成部分。 本文正是基于這種背景，具體分析了中歐俄三方在中亞地區(qū)能源博弈的內(nèi)容和特點,并結(jié)合三邊關(guān)系的核心特征，認(rèn)為中歐俄在中亞的能源關(guān)系已呈現(xiàn)出某種三邊性，這種三邊性體現(xiàn)為中歐亞歐大陸橋合作沖擊俄能源過境國地位、中俄“默契”使歐失去中亞能源供應(yīng)、歐俄“斗氣”提高中國在中亞能源市場中地位。文章最后還指出中歐俄在整個歐亞大陸初露端倪的大三角關(guān)系，并對這一大三角的成因和特征進(jìn)行了簡要分析。
[Abstract]:In today's world, energy issues have become an important factor influencing the world pattern and determining the fate of a country. Because of its important geo-strategic position and abundant energy resources, Central Asia plays an important role in the international energy structure and has been attracting the attention of the major powers in the world. As the three major powers of Eurasia, China-Europe and Russia have become direct competitors in energy competition in Central Asia. Central Asia is an important strategic place for China to realize the diversification of oil and gas sources and the safety of energy transmission, and the energy cooperation between China and Central Asia has always maintained a good momentum. But as competition intensifies, China's strategic space in Central Asia is also being squeezed. The European Union has been a marginal player in Central Asia, but in June 2007, the European Union launched a new strategy for Central Asia, highlighting energy concerns in the region. Russia has always regarded Central Asia as its "backyard," and has struggled to maintain its dominant position in Central Asia as big powers step in. Energy has been an integral part of Russia's efforts to maintain its dominance. Based on this background, this paper concretely analyzes the contents and characteristics of the energy game between China and Russia in Central Asia, and considering the core characteristics of the trilateral relationship, the author thinks that the energy relationship between China and Russia in Central Asia has shown some triangulation. This triangulation is reflected in the cooperation between China and Europe, which impinges on the status of Russia's energy transit country. The "tacit understanding" between China and Russia causes Europe to lose its energy supply in Central Asia, and Europe and Russia "fight air" to enhance China's position in the energy market of Central Asia. At the end of this paper, the author points out that the relations between China and Russia are emerging in the whole Eurasian continent, and analyzes the causes and characteristics of this triangle.
