【摘要】：徹底銷毀核武器是世人的共同理想,而美、俄削減戰(zhàn)術(shù)核武器開辟了走向無核武器世界的新進路,對實現(xiàn)全球"零核"具有重要作用和意義。它消除了戰(zhàn)術(shù)核武器對國際社會的即時威脅,抽除了核戰(zhàn)升級的階梯,為深入削減戰(zhàn)略核武器提供經(jīng)驗和借鑒,并保障"無核世界"進程的安全性、穩(wěn)定性和不可逆性。削減戰(zhàn)術(shù)核武器并非易事,涉及美、俄的削減意愿、削減模式、削減步驟等諸多問題。但相比戰(zhàn)略核武器而言,戰(zhàn)術(shù)核武器裁軍更具可操作性,關(guān)鍵在于美、俄雙方能找到共同的政治意愿,解決彼此的安全關(guān)切。
[Abstract]:The complete elimination of nuclear weapons is the common ideal of the world, while the reduction of tactical nuclear weapons by the United States and Russia has opened up a new path to a world free of nuclear weapons, and has an important role and significance to the realization of global "zero nuclear weapons." It eliminates the immediate threat of tactical nuclear weapons to the international community, removes the ladder of escalation of nuclear warfare, provides experience and lessons for further reductions in strategic nuclear weapons, and guarantees the security, stability, and irreversibility of the "nuclear-free world" process. Reducing tactical nuclear weapons is not an easy task, involving the United States, Russia's willingness to reduce, reduction model, reduction steps and many other issues. But tactical nuclear disarmament is more operational than strategic nuclear weapons. The key is that the United States and Russia can find common political will to address each other's security concerns.
