【摘要】：特朗普的"美國(guó)優(yōu)先"宣示作為新一屆美國(guó)政府的施政方針,它的本質(zhì)既不是重回"孤立主義",也非"國(guó)家主義"的轉(zhuǎn)向,而是對(duì)美國(guó)利益內(nèi)部排序的一次簡(jiǎn)約而不失深刻的重大調(diào)整。在其背后反映著美國(guó)內(nèi)外形勢(shì)所面臨的深層質(zhì)變,尤其是"政治正確"與階層固化給美國(guó)社會(huì)內(nèi)部帶來的分裂。新政府的"美國(guó)優(yōu)先"施政方針,將廣泛影響美國(guó)在經(jīng)貿(mào)、安全、政治、文化等諸多領(lǐng)域的對(duì)華政策。思考未來的中美關(guān)系發(fā)展,中國(guó)既要堅(jiān)持"合作是中美兩國(guó)唯一正確選擇"的大戰(zhàn)略,又應(yīng)充分意識(shí)到中美關(guān)系中依然存在競(jìng)爭(zhēng)甚至是沖突的一面。因此,需統(tǒng)籌協(xié)調(diào)四大對(duì)話機(jī)制,細(xì)化每個(gè)機(jī)制下不同層次、不同領(lǐng)域的問題,進(jìn)而有針對(duì)性地制定應(yīng)對(duì)策略。
[Abstract]:Trump's "America first" proclaims as the new administration's policy, its essence is neither a return to "isolationism" nor a "nationalistic" turn. It is a brief but profound adjustment to the internal sequencing of American interests. It reflects the deep qualitative changes faced by the situation at home and abroad, especially the division of American society caused by "political correctness" and class solidification. The new administration's policy of "giving priority to the United States" will extensively influence the United States' China policy in many fields, such as economy and trade, security, politics, culture and so on. Considering the future development of Sino-US relations, China should not only adhere to the grand strategy of "cooperation is the only correct choice between China and the United States", but also fully realize that there is still competition and even conflict in Sino-US relations. Therefore, it is necessary to coordinate the four dialogue mechanisms as a whole, refine the problems in different levels and fields under each mechanism, and then formulate corresponding strategies.
