【摘要】：能源外交是國家在國際關(guān)系中對外施加影響,謀求國家自身利益的一種重要方式,是國際政治經(jīng)濟(jì)學(xué)研究的重要內(nèi)容,同時也是國際關(guān)系中研究國別關(guān)系的重要手段。能源外交作為國際政治中的一種常見現(xiàn)象,其意義已經(jīng)遠(yuǎn)遠(yuǎn)超出了國與國之間的外交行為或經(jīng)濟(jì)行為,它對于兩國乃至多國的雙邊或多邊關(guān)系產(chǎn)生的影響越來越大。 本文通過系統(tǒng)研究冷戰(zhàn)后日本外交中的能源因素以及能源外交在外交政策中所產(chǎn)生的變化,旨在從世界體系的角度探視日本能源外交的發(fā)展方向；探索日本經(jīng)濟(jì)發(fā)展的能源因素;分析日本在能源外交演變中的經(jīng)驗和教訓(xùn),以便對今后中國的能源問題和能源戰(zhàn)略具有借鑒價值和指導(dǎo)意義。具體而言,本文的主要內(nèi)容由以下四個部分構(gòu)成： 第一章,從后冷戰(zhàn)時期的世界能源形勢入手,分析了后冷戰(zhàn)時期的國際形勢,以及世界能源格局。同時對于日本對外政策的新變化作了簡要介紹,并分析了日本及其能源外交戰(zhàn)略對國際能源市場為后面章節(jié)分析日本的能源外交政策提供理論基礎(chǔ)。 第二章,系統(tǒng)介紹了日本的能源概況及其戰(zhàn)略體系,日本能源外交的演進(jìn)與發(fā)展,以及日本能源外交的成效與存在的問題。對于日本的能源戰(zhàn)略及其能源外交政策進(jìn)行了梳理。 第三章,著重分析了影響日本能源外交的各方面因素和變量,并闡述了日本能源外交的基本特征。 第四章,探討了日本能源外交對于我國的啟示,以及今后我國如何應(yīng)對能源問題,如何展開能源外交,并提出幾點可行的對策建議。
[Abstract]:Energy diplomacy is an important way for a country to exert its influence on foreign countries and seek its own interests in international relations. It is also an important content of international political and economic research and an important means of studying national relations in international relations. Energy diplomacy as a common phenomenon in international politics, its significance has far exceeded the diplomatic or economic behavior between countries, it has more and more influence on bilateral or multilateral relations between two countries and even many countries. This paper systematically studies the energy factors in Japanese diplomacy after the Cold War and the changes of energy diplomacy in foreign policy in order to see the development direction of Japan's energy diplomacy from the point of view of the world system. This paper explores the energy factors of Japan's economic development, and analyzes Japan's experiences and lessons in the evolution of energy diplomacy, so as to have reference value and guiding significance for China's energy problems and energy strategy in the future. Specifically, the main content of this paper consists of the following four parts: The first chapter analyzes the world energy situation and the world energy pattern in the post-cold war period from the point of view of the world energy situation in the post-cold war period. At the same time, this paper briefly introduces the new changes of Japan's foreign policy, and analyzes Japan and its energy diplomacy strategy as the theoretical basis for the analysis of Japan's energy foreign policy in the following chapters. The second chapter systematically introduces Japan's energy situation and its strategic system, the evolution and development of Japan's energy diplomacy, and the effectiveness and problems of Japan's energy diplomacy. Japan's energy strategy and its energy foreign policy were combed. The third chapter analyzes the factors and variables that affect Japan's energy diplomacy, and expounds the basic characteristics of Japan's energy diplomacy. The fourth chapter discusses the enlightenment of Japan's energy diplomacy to our country, and how to deal with energy problems in the future, how to develop energy diplomacy, and puts forward some feasible countermeasures and suggestions.
