【摘要】： 中非友好關(guān)系源遠流長。進入21世紀以來,中國與非洲的關(guān)系得到更加迅速的發(fā)展,特別是2000年中非合作論壇的建立為中國與非洲提供了對話平臺和制度保障。中非友好關(guān)系在世紀之交愈發(fā)成熟、穩(wěn)健,并繼續(xù)呈現(xiàn)快速發(fā)展的勢頭。 中非關(guān)系的快速發(fā)展一方面給非洲帶來了新的機遇,另一方面卻使西方國家尤其是法國感到不適,甚至恐慌。西方國家擔心失去對非洲能源和市場的控制,擔心西方式民主與人權(quán)觀念受到挑戰(zhàn)。西方輿論在這方面甚至推瀾助波,對中國在非洲的發(fā)展多有負面報道。而非洲是法國在海外傳統(tǒng)影響最深、經(jīng)營時間最長、經(jīng)濟利益最集中的區(qū)域。較之其他西方國家,法國更需要非洲。從這一點來說,法國與非洲關(guān)系特殊,而同時法國對非洲的影響也不容忽視。中國在非洲的發(fā)展必然會與法國有利益沖突與競爭。處理好中國在非洲的發(fā)展道路上與法國的關(guān)系將使三方受益,同時也為國際多邊合作提供借鑒。 非洲國際戰(zhàn)略地位提高、中非關(guān)系發(fā)展欣欣向榮、中、法、非共求發(fā)展的意愿也為三方之間的合作提供了可能性。鑒于中、法、非關(guān)系中存在的特殊性,各方應(yīng)當超越相互猜疑和彼此分歧,尋求建立有效的對話機制,采取循序漸進的合作機制,在務(wù)實項目合作與各層次交流合作中加強信任與理解。而同時歷史教訓告訴我們,開展多邊合作必須堅持平等原則,尊重非洲人民的意愿,建立在平等基礎(chǔ)上的合作才能帶來共贏格局。
[Abstract]:Sino-African friendly relations have a long history. Since the beginning of the 21st century, the relations between China and Africa have developed more rapidly, especially the establishment of the China-Africa Cooperation Forum in 2000 has provided a platform for dialogue and institutional guarantee between China and Africa. At the turn of the century, Sino-African friendly relations have become more mature and sound, and continue to show a momentum of rapid development. The rapid development of Sino-African relations, on the one hand, has brought new opportunities to Africa, on the other hand, it has made Western countries, especially France, feel uncomfortable and even panicked. Western countries worry about losing control of Africa's energy and markets, and about the challenges to Western ideas about democracy and human rights. Western public opinion in this regard even contributed to the development of China in Africa, there are many negative reports. Africa is France's most traditional overseas influence, the longest operating time, the most concentrated economic interests. France needs Africa more than any other western country. In this respect, France has a special relationship with Africa, and its influence on Africa cannot be ignored. China's development in Africa is bound to have conflicts of interest and competition with France. Properly handling China's relations with France on Africa's development path will benefit the three parties and provide lessons for international multilateral cooperation. Africa's international strategic position has been enhanced, and China-Africa relations have flourished. The willingness of China, France and Africa to seek development also provides the possibility for cooperation among the three parties. In view of the particularities existing in Sino-French and non-African relations, the parties should go beyond mutual suspicion and differences and seek to establish effective mechanisms for dialogue and adopt a gradual mechanism of cooperation. Strengthen trust and understanding in practical project cooperation and communication and cooperation at all levels. At the same time, the lessons of history tell us that multilateral cooperation must adhere to the principle of equality, respect the will of the African people, and work on the basis of equality in order to bring about a win-win situation.
