【摘要】：正認(rèn)識(shí)恐怖主義問(wèn)題要有大視野,而在反恐怖方面,我們一定要從小處著手。反恐活動(dòng)的目標(biāo)要盡可能小,反恐主體要盡可能少,反恐行動(dòng)所持續(xù)的時(shí)間也要盡可能短恐怖主義具有不可消除性、不可見(jiàn)性和不可威懾性。反恐的關(guān)鍵不是消滅多少恐怖分子或恐怖組織,而是如何通過(guò)各種措施來(lái)削弱其生
[Abstract]:We must take a broad view of terrorism, and we must start from a small point of view. The target of anti-terrorism activities should be as small as possible, the subject of counterterrorism should be as small as possible, and the duration of anti-terrorism action should be as short as possible.
