【摘要】：哈馬德時(shí)代卡塔爾外交政策經(jīng)歷了從"中立調(diào)解"向"主動(dòng)干預(yù)"演進(jìn)的歷史進(jìn)程。2011年利比亞內(nèi)戰(zhàn)中,卡塔爾從多方面向利比亞反對(duì)派提供有力支持,加速了卡扎菲的倒臺(tái)和反對(duì)派政權(quán)的建立�？ㄋ栍羞x擇性地援助利比亞伊斯蘭主義反對(duì)派,深刻影響了后卡扎菲時(shí)代利比亞的政治重建。世俗主義陣營(yíng)和伊斯蘭主義陣營(yíng)的長(zhǎng)期對(duì)抗將利比亞拖向了第二場(chǎng)內(nèi)戰(zhàn)的深淵。哈馬德時(shí)代卡塔爾外交政策的演進(jìn)植根于卡塔爾國(guó)家實(shí)力的巨大提升,同時(shí)又與美國(guó)和穆斯林兄弟會(huì)等外部力量密切相關(guān)。伴隨著中東局勢(shì)的日趨復(fù)雜,卡塔爾過度干預(yù)的外交政策面臨嚴(yán)峻挑戰(zhàn)。
[Abstract]:Qatar's foreign policy during the Hamad era has evolved from "neutral mediation" to "active intervention." during the Libyan civil war of 2011, Qatar provided strong support to the Libyan opposition in many ways. Accelerated the fall of Gaddafi and the establishment of the opposition regime. Qatar's selective aid to Libya's Islamist opposition has had a profound impact on the political reconstruction of Libya in the post-Qaddafi era. The secular confrontation between secularists and Islamists dragged Libya into the abyss of a second civil war. The evolution of Qatari foreign policy in Hamad era was rooted in the great increase of Qatari's national power, and was closely related to external forces such as the United States and the Muslim Brotherhood. Qatar's overintrusive foreign policy faces serious challenges as the situation in the Middle East becomes increasingly complex.
