區(qū)域公共產品與中國周邊外交新理念的戰(zhàn)略內涵

【摘要】:當前,中國正處于提升實力與塑造影響力的關鍵階段,遭遇了上升期所特有的周邊外交困境。其中,實力增長所引發(fā)的全球與區(qū)域層面的雙重結構性矛盾從根本上制約了中國改善周邊關系的成效。與此同時,制度高度重疊競爭與地區(qū)認同水平低下更是加劇了周邊環(huán)境的惡化,限制了傳統(tǒng)手段發(fā)揮作用的空間?v觀國際關系史,區(qū)域公共產品因其與地區(qū)需求的深度對接以及遵循"受益人支付"的原則既避免了大國的"私物化"與小國的"搭便車",又能夠推動區(qū)域合作,培育政治互信,塑造穩(wěn)定的區(qū)域秩序,從而有助于化解周邊外交所面臨的諸多難題。區(qū)域公共產品所彰顯的理念價值與以"親、誠、惠、容"為核心的中國周邊外交新理念十分契合,有助于明晰周邊外交新理念的戰(zhàn)略內涵,塑造中國周邊外交新格局;诖,中國周邊外交新理念的戰(zhàn)略內涵可以細化為:深化新型區(qū)域合作的戰(zhàn)略定位;塑造集體認同的戰(zhàn)略目標;踐行大國責任的戰(zhàn)略取向;發(fā)揮比較優(yōu)勢的戰(zhàn)略思路。周邊外交新理念蘊藏著權力→權威、利益→責任、經濟→戰(zhàn)略三大戰(zhàn)略調整,與區(qū)域公共產品的公共性、主體性與制度性特征十分契合。簡言之,完善區(qū)域公共產品供給是拓展周邊外交的重要突破口,也是中國周邊外交新理念的應有之義。
[Abstract]:At present, China is in the critical stage of enhancing its power and shaping its influence. Among them, the double structural contradiction between the global and regional level caused by the growth of power has fundamentally restricted the effectiveness of improving China's peripheral relations. At the same time, the highly overlapping system competition and the low level of regional identity aggravate the deterioration of the surrounding environment and limit the space for the traditional means to play a role. Throughout the history of international relations, regional public goods, because of their deep docking with regional needs and following the principle of "beneficiary payment", have avoided the "ride-off" of large countries and small countries, and have been able to promote regional cooperation. Fostering political mutual trust and creating a stable regional order will help resolve the difficulties facing peripheral diplomacy. The value of regional public goods is in agreement with the new concept of China's peripheral diplomacy, which is centered on "close, sincere, favorable and tolerant", which is helpful to clarify the strategic connotation of the new concept of peripheral diplomacy and to shape the new pattern of China's peripheral diplomacy. Based on this, the strategic connotation of the new concept of China's peripheral diplomacy can be refined into: the strategic orientation of deepening the new type of regional cooperation; the strategic goal of shaping the collective identity; the strategic orientation of practicing the responsibility of the great power; and the strategic thinking of giving play to the comparative advantage. The new concept of peripheral diplomacy contains three strategic adjustments, namely, authority, interest and responsibility, and economic strategy, which are in agreement with the publicity, subjectivity and institutional characteristics of regional public goods. In short, perfecting the supply of regional public goods is an important breakthrough to expand the peripheral diplomacy, and is also the proper meaning of the new concept of China's peripheral diplomacy.
