【摘要】： “南海問題”,指的是南海周邊的國家在南海各島礁沙灘的歸屬以及海域劃分問題上存在的分歧與爭端。自古以來南海諸島是中國領(lǐng)土不可分割的一部分,“擱置爭議,共同開發(fā)”是我國解決南海問題的主要原則,但在貫徹執(zhí)行中受到各種因素的制約。南海問題的癥結(jié),是中國由于受到國際環(huán)境的限制、對外戰(zhàn)略輕重緩急權(quán)衡以及自身力量的制約,而不能完全行使對南海諸島的主權(quán)。由于南海是重要的資源富集地,并且是重要的國際海上通道。南海周邊相關(guān)國家及一些區(qū)域大國由于政治和經(jīng)濟方面的考慮,開始直接或間接的介入到南海問題中。南海問題變的尤為復(fù)雜,并呈現(xiàn)國際化發(fā)展趨勢。 本文從影響中國南海問題的因素出發(fā),分析目前中國對南海問題采取“擱置主權(quán),共同開發(fā)”的政策所面臨的現(xiàn)實兩難困境：一方面是主權(quán)爭端和與東南亞國家發(fā)展鄰睦關(guān)系；另一面是恢復(fù)領(lǐng)土領(lǐng)海主權(quán)和以經(jīng)濟建設(shè)為中心需要一個和平的國際環(huán)境。面對目前復(fù)雜的南海問題,中國應(yīng)該根據(jù)變化的國際情況及自身能力采取相應(yīng)的對策,首先在南海問題上仍然需要韜光養(yǎng)晦,盡快研究制定相應(yīng)的具有綜合性、前瞻性的“南海大戰(zhàn)略”；其次“主權(quán)屬我,擱置爭議,共同開發(fā)”仍是我國解決南沙爭端的一項正確政策；最后,要妥善處理好與東盟國家的關(guān)系,加強政治互信和經(jīng)濟合作,并積極應(yīng)對影響我國南海政策的各種因素,促使南海問題最終和平順利的解決。
[Abstract]:"the South China Sea issue" refers to the differences and disputes between the countries around the South China Sea over the attribution of the islands, reefs and beaches and the division of the sea area in the South China Sea. The South China Sea Islands have been an inseparable part of Chinese territory since ancient times. "shelving disputes and jointly developing" is the main principle of solving the South China Sea problem in China, but it is restricted by various factors in its implementation. The crux of the South China Sea problem is that China cannot fully exercise its sovereignty over the South China Sea islands because of the limitations of the international environment, the balance of foreign strategic priorities and the constraints of its own strength. The South China Sea is an important resource enrichment area and an important international maritime channel. As a result of political and economic considerations, some countries around the South China Sea and some regional powers have been directly or indirectly involved in the South China Sea problem. The South China Sea problem becomes particularly complex and presents an international development trend. Based on the factors affecting the South China Sea issue, this paper analyzes the realistic dilemma that China faces in adopting the policy of "shelving sovereignty and developing jointly" on the issue of the South China Sea: on the one hand, it is sovereignty disputes and developing friendly relations with Southeast Asian countries; On the other hand, a peaceful international environment is needed to restore territorial sovereignty and economic construction. In the face of the current complex South China Sea problem, China should take appropriate countermeasures according to the changing international situation and its own capabilities. First of all, it still needs to hide its strength and preserve its depth on the South China Sea issue, and to study and formulate a corresponding comprehensive one as soon as possible. A forward-looking "grand strategy for the South China Sea"; secondly, "ownership, shelving disputes, and joint development" is still a correct policy for China to resolve the Nansha dispute; finally, it is necessary to properly handle relations with ASEAN countries. We should strengthen political mutual trust and economic cooperation, and actively deal with various factors that affect China's policy in the South China Sea, so as to promote the final peaceful and smooth settlement of the South China Sea issue.
