【摘要】：本文通過文獻研究分析巴西為保障其國家安全而在南大西洋地區(qū)實施的區(qū)域主義安全戰(zhàn)略。這一戰(zhàn)略的實施主要基于兩點:一是倡導建立"南大西洋和平與合作區(qū)域",構建環(huán)南大西洋安全圈;二是與區(qū)內各國開展雙多邊軍事安全合作,強化優(yōu)先區(qū)域的安全防護。兩者互為補充,目的在于建立一個南大西洋安全共同體。這一戰(zhàn)略取得了一定成就,但也面臨諸多挑戰(zhàn),如如何加強區(qū)內各國的政策協調、如何應對外來軍事存在和威脅以及如何加強地區(qū)軍事安全能力建設等。鑒于我國在這一地區(qū)擁有重要的經濟利益,與巴西等地區(qū)大國開展軍事安全合作,消除對方對我國在該地區(qū)安全投入的顧慮將有利于我國的發(fā)展戰(zhàn)略。
[Abstract]:This paper analyzes the regionalism security strategy implemented by Brazil in the South Atlantic region in order to ensure its national security. The implementation of this strategy is mainly based on two points: one is to advocate the establishment of the "Zone of Peace and Cooperation in the South Atlantic" and the other is to establish a security circle around the South Atlantic; second, to carry out bilateral and multilateral military security cooperation with countries in the region to strengthen security protection in priority areas. The two complement each other and aim to create a South Atlantic security community. This strategy has made some achievements, but it also faces many challenges, such as how to strengthen the policy coordination of the countries in the region, how to deal with the external military presence and threat, and how to strengthen the regional military security capacity building. In view of the important economic interests of our country in this area, it will be beneficial to our development strategy to carry out military security cooperation with Brazil and other regional powers, and to remove the other party's concern about our country's security investment in this area.
