【摘要】： 對(duì)外援助是第二次世界大戰(zhàn)之后國(guó)際關(guān)系中出現(xiàn)的一種新現(xiàn)象。出于經(jīng)濟(jì)、政治及人道主義等多方因素,當(dāng)前許多國(guó)家都開展對(duì)外援助工作。中國(guó)作為負(fù)責(zé)任的大國(guó),在國(guó)際上樹立良好的形象,也積極開展對(duì)外援助。通過分析中國(guó)的近鄰日本和韓國(guó),有助于進(jìn)一步完善中國(guó)的對(duì)外援助體系,對(duì)我國(guó)更好的開展外援工作和加強(qiáng)國(guó)際對(duì)話都具有重要意義。 本文在總結(jié)了國(guó)內(nèi)外對(duì)外援助研究狀況的基礎(chǔ)上,從對(duì)外援助的概念分析入手,概述了外援的形式目的以及當(dāng)今世界外援的狀況;然后以時(shí)間為主線,分階段比較分析了日本、韓國(guó)和中國(guó)的對(duì)外援助發(fā)展概況,分別從政策目標(biāo)、管理體系、分布區(qū)域、援助效果四個(gè)方面闡述了這三個(gè)國(guó)家對(duì)外援助政策的差異;最后,借鑒日本和韓國(guó)的對(duì)外援助的經(jīng)驗(yàn),本文對(duì)中國(guó)對(duì)外援助工作存在的問題進(jìn)行分析,為中國(guó)在世界經(jīng)濟(jì)一體化中對(duì)外援助的發(fā)展方向提出一些政策建議。
[Abstract]:Foreign aid is a new phenomenon in international relations after the second World War. Due to economic, political and humanitarian factors, many countries are currently engaged in foreign aid. As a responsible big country, China has set up a good image in the world and actively carried out foreign aid. The analysis of China's neighbors Japan and South Korea is helpful to further improve China's foreign aid system and is of great significance for China to better carry out foreign aid work and strengthen international dialogue. On the basis of summing up the research situation of foreign aid at home and abroad, this paper begins with the conceptual analysis of foreign aid, summarizes the formal purpose of foreign aid and the current situation of foreign aid in the world, and then, taking time as the main line, compares and analyzes Japan in stages. South Korea and China's foreign aid development overview, respectively from the policy objectives, management system, distribution, aid effectiveness of the four aspects of the three countries foreign aid policy differences; finally, Using the experience of Japan and Korea for reference, this paper analyzes the problems existing in China's foreign aid, and puts forward some policy suggestions for the development of China's foreign aid in the process of world economic integration.
