【摘要】： 國(guó)家主權(quán)和領(lǐng)土完整是一個(gè)國(guó)家最基本的權(quán)利。臺(tái)灣問(wèn)題涉及到中國(guó)主權(quán)和領(lǐng)土完整這一嚴(yán)肅問(wèn)題。中國(guó)人民期盼臺(tái)灣的回歸和祖國(guó)的統(tǒng)一,也進(jìn)行了不懈的努力。但是由于種種原因,臺(tái)灣問(wèn)題遲遲不能解決,海峽兩岸依然被迫隔海相望。其中美國(guó)等國(guó)際勢(shì)力的干涉是這一問(wèn)題不能得到解決的關(guān)鍵因素。臺(tái)灣問(wèn)題一直是中美關(guān)系的最敏感的問(wèn)題。美國(guó)對(duì)臺(tái)灣問(wèn)題的態(tài)度及所采取的措施對(duì)海峽兩岸的走向影響很大。進(jìn)入新世紀(jì)以后,美國(guó)對(duì)其全球戰(zhàn)略作出了一系列調(diào)整,與中國(guó)的關(guān)系也有所緩和,在臺(tái)灣問(wèn)題上也改變了原有的態(tài)度和策略,這些調(diào)整對(duì)兩岸的關(guān)系產(chǎn)生了前所未有的影響。從近期來(lái)看,這些調(diào)整對(duì)兩岸關(guān)系有一定的積極影響。但是也要看到美國(guó)對(duì)臺(tái)政策的實(shí)質(zhì),是在維護(hù)美國(guó)利益的基礎(chǔ)上,在充分考慮美國(guó)全球戰(zhàn)略的基礎(chǔ)上作出的決定,其實(shí)質(zhì)依然是維持臺(tái)�，F(xiàn)狀,保持兩岸不獨(dú)、不統(tǒng)、不戰(zhàn)、不和的狀態(tài)。所以從長(zhǎng)遠(yuǎn)來(lái)看如果美國(guó)不能從根本上調(diào)整對(duì)臺(tái)政策將會(huì)造成臺(tái)海局勢(shì)的緊張、中美關(guān)系的惡化以及東亞地區(qū)的不穩(wěn)定。本文將從以下幾方面進(jìn)行闡述:新世紀(jì)美國(guó)對(duì)臺(tái)政策調(diào)整的內(nèi)容,新世紀(jì)美國(guó)對(duì)臺(tái)政策調(diào)整的原因,新世紀(jì)美國(guó)對(duì)臺(tái)政策的特點(diǎn),以及這些調(diào)整帶來(lái)的影響及中國(guó)的應(yīng)對(duì)措施。
[Abstract]:National sovereignty and territorial integrity are the most fundamental rights of a nation. The Taiwan issue involves the serious issue of China's sovereignty and territorial integrity. The Chinese people have also made unremitting efforts to look forward to the return of Taiwan and the reunification of the motherland. However, due to various reasons, the Taiwan issue has been delayed, and the two sides of the Taiwan Strait are still forced to face each other across the sea. Among them, the interference of the United States and other international forces is the key factor that cannot be solved. The Taiwan issue has always been the most sensitive issue in Sino-US relations. The attitude of the United States to the Taiwan issue and the measures taken have a great impact on the trend of the two sides of the Taiwan Strait. After entering the new century, the United States has made a series of adjustments to its global strategy, eased its relations with China, and changed its original attitude and strategy on the Taiwan issue, which has had an unprecedented impact on cross-strait relations. In the near future, these adjustments have a positive impact on cross-straits relations. However, we should also see that the essence of the US policy towards Taiwan is a decision made on the basis of safeguarding the interests of the United States and taking full account of the US global strategy. The essence of the decision is still to maintain the status quo of the Taiwan Strait and to maintain the two sides of the strait without independence, reunification or war. The state of discord. Therefore, in the long run, if the United States fails to fundamentally adjust its policy towards Taiwan, it will cause tension in the Taiwan Strait, deterioration of Sino-US relations and instability in East Asia. This paper will expound from the following aspects: the content of the adjustment of the United States' policy towards Taiwan in the new century, the reasons for the adjustment of the United States' policy towards Taiwan in the new century, the characteristics of the United States' policy towards Taiwan in the new century, and the impact of these adjustments and China's countermeasures.
