【摘要】： 國家主權(quán)和領(lǐng)土完整是一個國家最基本的權(quán)利。臺灣問題涉及到中國主權(quán)和領(lǐng)土完整這一嚴(yán)肅問題。中國人民期盼臺灣的回歸和祖國的統(tǒng)一,也進行了不懈的努力。但是由于種種原因,臺灣問題遲遲不能解決,海峽兩岸依然被迫隔海相望。其中美國等國際勢力的干涉是這一問題不能得到解決的關(guān)鍵因素。臺灣問題一直是中美關(guān)系的最敏感的問題。美國對臺灣問題的態(tài)度及所采取的措施對海峽兩岸的走向影響很大。進入新世紀(jì)以后,美國對其全球戰(zhàn)略作出了一系列調(diào)整,與中國的關(guān)系也有所緩和,在臺灣問題上也改變了原有的態(tài)度和策略,這些調(diào)整對兩岸的關(guān)系產(chǎn)生了前所未有的影響。從近期來看,這些調(diào)整對兩岸關(guān)系有一定的積極影響。但是也要看到美國對臺政策的實質(zhì),是在維護美國利益的基礎(chǔ)上,在充分考慮美國全球戰(zhàn)略的基礎(chǔ)上作出的決定,其實質(zhì)依然是維持臺�，F(xiàn)狀,保持兩岸不獨、不統(tǒng)、不戰(zhàn)、不和的狀態(tài)。所以從長遠(yuǎn)來看如果美國不能從根本上調(diào)整對臺政策將會造成臺海局勢的緊張、中美關(guān)系的惡化以及東亞地區(qū)的不穩(wěn)定。本文將從以下幾方面進行闡述:新世紀(jì)美國對臺政策調(diào)整的內(nèi)容,新世紀(jì)美國對臺政策調(diào)整的原因,新世紀(jì)美國對臺政策的特點,以及這些調(diào)整帶來的影響及中國的應(yīng)對措施。
[Abstract]:National sovereignty and territorial integrity are the most fundamental rights of a nation. The Taiwan issue involves the serious issue of China's sovereignty and territorial integrity. The Chinese people have also made unremitting efforts to look forward to the return of Taiwan and the reunification of the motherland. However, due to various reasons, the Taiwan issue has been delayed, and the two sides of the Taiwan Strait are still forced to face each other across the sea. Among them, the interference of the United States and other international forces is the key factor that cannot be solved. The Taiwan issue has always been the most sensitive issue in Sino-US relations. The attitude of the United States to the Taiwan issue and the measures taken have a great impact on the trend of the two sides of the Taiwan Strait. After entering the new century, the United States has made a series of adjustments to its global strategy, eased its relations with China, and changed its original attitude and strategy on the Taiwan issue, which has had an unprecedented impact on cross-strait relations. In the near future, these adjustments have a positive impact on cross-straits relations. However, we should also see that the essence of the US policy towards Taiwan is a decision made on the basis of safeguarding the interests of the United States and taking full account of the US global strategy. The essence of the decision is still to maintain the status quo of the Taiwan Strait and to maintain the two sides of the strait without independence, reunification or war. The state of discord. Therefore, in the long run, if the United States fails to fundamentally adjust its policy towards Taiwan, it will cause tension in the Taiwan Strait, deterioration of Sino-US relations and instability in East Asia. This paper will expound from the following aspects: the content of the adjustment of the United States' policy towards Taiwan in the new century, the reasons for the adjustment of the United States' policy towards Taiwan in the new century, the characteristics of the United States' policy towards Taiwan in the new century, and the impact of these adjustments and China's countermeasures.
