【摘要】：全球化時(shí)代的恐怖主義,一方面得益于全球化提供的各種便利,另一方面以反對(duì)或抵制全球化為目標(biāo),阻礙全球化發(fā)展。自19世紀(jì)70年代產(chǎn)生以來(lái),現(xiàn)代恐怖主義就具有重要的國(guó)際化維度,不過(guò),直到全球化時(shí)代,恐怖主義的國(guó)際化才達(dá)到新的高度。受全球化的影響,當(dāng)前國(guó)際社會(huì)遭遇的第四波恐怖主義,即"宗教恐怖主義",在恐怖襲擊數(shù)量、致死率、攻擊地域、組織結(jié)構(gòu)、意識(shí)形態(tài)等方面呈現(xiàn)出新的特征。全球化至少通過(guò)五種機(jī)制影響了恐怖主義浪潮的存續(xù),包括治理恐怖主義的必要性與國(guó)際社會(huì)治理能力之間的差距、全球化時(shí)代民族國(guó)家權(quán)力的流散導(dǎo)致國(guó)際社會(huì)與特定地區(qū)或國(guó)家的權(quán)威不足、全球化帶來(lái)的迅速變遷導(dǎo)致民眾產(chǎn)生強(qiáng)烈的本體不安全感、恐怖組織構(gòu)建以反全球化為目的且能緩解目標(biāo)群體本體不安全感的話語(yǔ)體系,以及全球化為恐怖組織和恐怖分子提供了網(wǎng)絡(luò)等能夠進(jìn)行有效動(dòng)員的工具。從長(zhǎng)時(shí)段來(lái)看,作為一股反全球化或逆全球化力量,恐怖主義不足以徹底逆轉(zhuǎn)全球化進(jìn)程,但如何走出"越反越恐"的怪圈,推動(dòng)全球化朝良性的方向發(fā)展,是國(guó)際社會(huì)需要關(guān)注和思考的問(wèn)題。
[Abstract]:Terrorism in the era of globalization, on the one hand, benefits from all kinds of conveniences provided by globalization, on the other hand, it is aimed at opposing or resisting globalization and hinders its development. Modern terrorism has had an important dimension of internationalization since its emergence in the 1870s. However, the internationalization of terrorism has not reached a new height until the era of globalization. Under the influence of globalization, the fourth wave of terrorism, that is, "religious terrorism", encountered by the international community, presents new characteristics in terms of the number of terrorist attacks, the fatality rate, the region of attack, the organizational structure, the ideology, and so on. Globalization has influenced the continuation of the wave of terrorism through at least five mechanisms, including the gap between the need to combat terrorism and the capacity of the international community to govern, In the era of globalization, the dispersal of nation-state power leads to a lack of authority between the international community and a particular region or country, and the rapid changes brought about by globalization lead to a strong sense of ontology insecurity among the people. Terrorist organizations construct a discourse system that aims at anti-globalization and can alleviate the sense of ontology insecurity of target groups, and globalization provides terrorist organizations and terrorists with effective mobilization tools such as networks. In the long run, as an anti-globalization or anti-globalization force, terrorism is not enough to completely reverse the process of globalization, but how to get out of the strange circle of "more anti-globalization and more fear" and promote the globalization to develop in a benign direction. It is a problem that the international community should pay attention to and think about.
