【摘要】：中非友好交往始于古代,合作一直是雙方交往的重要形式。2000年中非合作論壇的正式啟動(dòng),使中國(guó)與非洲國(guó)家的合作跨入了一個(gè)具有劃時(shí)代意義的新階段。2006年中非合作論壇北京峰會(huì)舉行以來(lái),雙方加大了合作的力度,全力拓寬了合作的領(lǐng)域與層面,合作成果令世人矚目。目前,雙方的合作在規(guī)模、質(zhì)量、水平上都實(shí)現(xiàn)了重大突破,正朝著高水平、多層次、寬領(lǐng)域的方向發(fā)展。于此同時(shí),由于受中非雙方自身各自不利因素及來(lái)自國(guó)際社會(huì)的各種不利因素的影響,在雙方合作的過(guò)程中,不可避免地產(chǎn)生了一些問(wèn)題。這些問(wèn)題存在于認(rèn)知、輿論、經(jīng)濟(jì)、政治、人文、援助、安全等眾多領(lǐng)域,給當(dāng)前合作的順利進(jìn)展及未來(lái)合作的進(jìn)一步深化帶來(lái)了及其不利的影響,若得不到應(yīng)有的重視與妥善解決,勢(shì)必會(huì)影響到中非合作的全局。這就要求我們針對(duì)問(wèn)題所在的具體領(lǐng)域與層面,有針對(duì)性地建構(gòu)解決問(wèn)題的對(duì)策,解決好影響當(dāng)前合作的各種問(wèn)題,消除一切不利因素,成功化解來(lái)自各方的挑戰(zhàn),使合作健康、持續(xù)、穩(wěn)定、有序地開展下去。只有這樣,雙方的合作才能更好地推動(dòng)我國(guó)與非洲國(guó)家經(jīng)濟(jì)社會(huì)的發(fā)展,促進(jìn)國(guó)際關(guān)系民主化建設(shè),并對(duì)國(guó)際政治、經(jīng)濟(jì)新秩序的建立及和諧世界建設(shè)做出更大的貢獻(xiàn)。 本文將新時(shí)期背景下的中非合作作為研究對(duì)象,從現(xiàn)狀、問(wèn)題及對(duì)策三個(gè)維度上對(duì)該研究對(duì)象展開了全面、具體、系統(tǒng)地考察。全文主體部分共分為3章：第1章,通過(guò)引用與分析大量、最新的統(tǒng)計(jì)數(shù)據(jù)及資料,全面展示了當(dāng)前中非合作在各個(gè)領(lǐng)域取得的最新進(jìn)展；第2章,結(jié)合具體領(lǐng)域與層面系統(tǒng)考察了合作中出現(xiàn)的各種問(wèn)題；第3章,經(jīng)過(guò)認(rèn)真、理性、科學(xué)、多維地分析與建構(gòu)性思考后提出了解決問(wèn)題的對(duì)策,以期達(dá)到全面、科學(xué)、客觀地認(rèn)識(shí)新時(shí)期的中非合作狀況,且更好地推動(dòng)中非合作的目的。
[Abstract]:Sino-African friendly exchanges began in ancient times, and cooperation has always been an important form of bilateral exchanges. The cooperation between China and African countries has entered a new epoch-making stage. Since the 2006 China-Africa Cooperation Forum Summit in Beijing, the two sides have stepped up their cooperation efforts and made every effort to broaden the fields and levels of cooperation. The results of cooperation have attracted the attention of the world. At present, the cooperation between the two sides has achieved a major breakthrough in scale, quality and level, and is developing towards a high level, multi-level and wide fields. At the same time, some problems inevitably arise in the process of cooperation between China and Africa, due to the influence of each side's own unfavorable factors and all kinds of unfavorable factors from the international community. These problems exist in many fields, such as cognition, public opinion, economy, politics, humanities, aid, security, etc., which have had a negative impact on the smooth progress of current cooperation and the further deepening of future cooperation. Without due attention and proper solution, it will inevitably affect the overall situation of China-Africa cooperation. This requires us to target the specific areas and levels of the problem, to build targeted solutions to the problems, to solve the problems that affect current cooperation, to eliminate all adverse factors, and to successfully resolve the challenges from all sides. To make the cooperation healthy, sustained, stable, orderly development. Only in this way can the cooperation between the two countries promote the economic and social development of China and African countries, promote the democratization of international relations, and make greater contributions to the establishment of a new international political and economic order and the construction of a harmonious world. In this paper, China-Africa cooperation in the new era is taken as the research object, and the research object is investigated comprehensively, concretely and systematically from the three dimensions of present situation, problems and countermeasures. The main part of the paper is divided into three chapters: chapter 1, by citing and analyzing a large number of latest statistical data and materials, the paper comprehensively shows the latest progress of China-Africa cooperation in various fields. Chapter 3, after careful, rational, scientific, multidimensional analysis and constructive thinking, put forward solutions to the problems, in order to achieve comprehensive and scientific, Objective understanding of the situation of Sino-African cooperation in the new era, and better promote the purpose of China-Africa cooperation.
