【摘要】：1980年代,中國確立了通過穩(wěn)定和發(fā)展中美關(guān)系以推進(jìn)現(xiàn)代化的外交戰(zhàn)略。在缺乏外交籌碼時(shí),中國按照利益交換的外交理念,設(shè)計(jì)出反暗示策略:與美國拉開戰(zhàn)略距離,以凸顯中國對(duì)美國的戰(zhàn)略價(jià)值,刺激美國執(zhí)行積極的對(duì)華政策。美國為重建乃至維系中美戰(zhàn)略關(guān)系,反而更加積極地發(fā)展對(duì)華關(guān)系。為保證反暗示策略的成功,中國確立了中美關(guān)系優(yōu)先于中蘇關(guān)系的戰(zhàn)略排序,即1983年底的決策會(huì)議停止了繼續(xù)對(duì)美施壓,實(shí)現(xiàn)了兩國領(lǐng)導(dǎo)人互訪;嚴(yán)控對(duì)蘇緩和的進(jìn)程,向美國澄清戰(zhàn)略意圖與誠意,并于1986年初壓制下決策層加速對(duì)蘇緩和的計(jì)劃。事實(shí)證明,反暗示策略得益于決策者的戰(zhàn)略定力和對(duì)外交本質(zhì)的把握,促成了1980年代中美關(guān)系的蜜月期。
[Abstract]:In the 1980 s, China established a diplomatic strategy to promote modernization by stabilizing and developing Sino-US relations. In the absence of diplomatic chips, according to the diplomatic concept of the exchange of interests, China designs a counter-suggestion strategy: to draw a strategic distance from the United States in order to highlight the strategic value of China to the United States and stimulate the United States to carry out an active policy towards China. In order to rebuild and even maintain the strategic relationship between China and the United States, the United States has been more active in developing relations with China. In order to ensure the success of the counter-suggestion strategy, China has established a strategic order in which Sino-US relations take precedence over those of the Soviet Union. That is, the decision-making conference at the end of 1983 stopped continuing to exert pressure on the United States, realized the exchange of visits between the leaders of the two countries, and strictly controlled the process of detente with the Soviet Union. Clarify the strategic intention and sincerity to the United States, and in early 1986 suppressed the decision-making level to accelerate the Soviet detente plan. It has been proved that the counter-suggestion strategy, thanks to the strategic determination of policy makers and the grasp of the nature of diplomacy, contributed to the honeymoon period of Sino-US relations in the 1980s.
