【摘要】：世紀(jì)之交,中日關(guān)系在各領(lǐng)域取得發(fā)展的同時(shí),矛盾和問(wèn)題也凸顯。中日關(guān)系不僅事關(guān)雙邊發(fā)展,更關(guān)乎地區(qū)與全球穩(wěn)定與繁榮,我們急需要一種新的理念與外交思維,構(gòu)建有利于兩國(guó)外交關(guān)系良性發(fā)展的途徑和道路。公共外交作為上世紀(jì)90年代興起的外交理念,因其直接與外國(guó)民眾接觸的特點(diǎn)對(duì)于國(guó)家間關(guān)系有提升國(guó)家形象、增強(qiáng)話(huà)語(yǔ)權(quán)、維護(hù)國(guó)家利益的作用,對(duì)中日關(guān)系突破困境,健康發(fā)展可起到重要的作用。本文從公共外交的視域下研究中日關(guān)系,首先從理論上探討了公共外交對(duì)于國(guó)家綜合實(shí)力的影響,從公共外交對(duì)中日邦交正�；淖饔弥锌偨Y(jié)出不論國(guó)際或地區(qū)局勢(shì)發(fā)生什么變化,不變的應(yīng)該是兩國(guó)人民間的友誼和交往。接著從公共外交的角度分析當(dāng)前中日關(guān)系現(xiàn)狀,從宏觀上闡述中日關(guān)系交惡的癥結(jié)在于歷史認(rèn)識(shí)問(wèn)題和兩國(guó)發(fā)展過(guò)程中競(jìng)爭(zhēng)性矛盾,從微觀上把近年來(lái)中日之間豐富多彩的公共外交作了總結(jié)。然后探討中日公共外交雖取得一些成就卻并未實(shí)現(xiàn)戰(zhàn)略目標(biāo)的問(wèn)題,并提出未來(lái)中日開(kāi)展公共外交具體從哪些途徑加強(qiáng),才能最大程度推動(dòng)中日關(guān)系向好的方向前進(jìn)。最后把公共外交放在中國(guó)特色外交體系里分析,在“戰(zhàn)略互惠關(guān)系”、“東亞一體化”、“人類(lèi)命運(yùn)共同體”等新型外交理念的指導(dǎo)下,公共外交將發(fā)揮更大作用,配合總體外交,推動(dòng)中日消除誤解,建立互信,構(gòu)建合作共贏的新型大國(guó)關(guān)系,為兩國(guó)人民帶來(lái)福祉。
[Abstract]:At the turn of the century, with the development of Sino-Japanese relations in various fields, contradictions and problems are also highlighted. Sino-Japanese relations are not only related to bilateral development, but also to regional and global stability and prosperity. We urgently need a new concept and diplomatic thinking to build a path conducive to the sound development of diplomatic relations between the two countries. Public diplomacy, as a diplomatic concept that rose in the 1990s, because of its characteristics of direct contact with foreign people, has the function of enhancing the image of the state, strengthening the right to speak, safeguarding the national interests, and breaking through the predicament of the Sino-Japanese relations. Healthy development can play an important role. This paper studies Sino-Japanese relations from the perspective of public diplomacy. Firstly, it discusses the influence of public diplomacy on the comprehensive strength of a country. From the role of public diplomacy in the normalization of Sino-Japanese diplomatic relations, it is concluded that whatever changes take place in the international or regional situation, the friendship and exchanges between the two peoples should remain unchanged. Then, from the angle of public diplomacy, this paper analyzes the present situation of Sino-Japanese relations, and expounds from a macro perspective that the crux of Sino-Japanese relations lies in the problem of historical understanding and the competitive contradiction in the process of development of the two countries. This paper summarizes the rich and colorful public diplomacy between China and Japan in recent years. Then the paper discusses the problem that Sino-Japanese public diplomacy has made some achievements but has not achieved the strategic goal, and puts forward the concrete ways from which to strengthen the public diplomacy in the future, in order to promote the Sino-Japanese relations to a good direction to the greatest extent. Finally, by analyzing public diplomacy in the diplomatic system with Chinese characteristics, under the guidance of new diplomatic concepts such as "strategic reciprocal relations", "East Asian integration" and "human destiny community", public diplomacy will play a greater role. In coordination with overall diplomacy, China and Japan should work to eliminate misunderstandings, build mutual trust, and build a new type of cooperation and win-win relationship between the two countries, which will bring about the well-being of the two peoples.
