【摘要】：從1992年中韓建交至今,如何妥善和有效地處理美韓同盟與中韓伙伴關(guān)系之間的互動,一直是橫亙在中美韓三國間最大的難題之一。盡管不少有識之士曾試圖通過建構(gòu)多邊機(jī)制以容納"同盟"與"伙伴",或是努力促成兩者在區(qū)域安全、經(jīng)濟(jì)秩序分別主導(dǎo)的基礎(chǔ)上并行不悖地發(fā)展;但這些方案最終或歸入失敗,或束之高閣。文章認(rèn)為,文在寅時代,美韓同盟和中韓戰(zhàn)略合作伙伴關(guān)系必須超越"安美經(jīng)中"的界線,在對等基礎(chǔ)上向?qū)Ψ街鲗?dǎo)的領(lǐng)域滲透,并通過深化中韓軍事安全合作和加強(qiáng)美韓經(jīng)濟(jì)貿(mào)易聯(lián)系,使美韓同盟與中韓關(guān)系達(dá)成互補(bǔ)性的"建設(shè)性并立"。中國應(yīng)嘗試通過建立中韓戰(zhàn)略經(jīng)濟(jì)對話機(jī)制,推動中韓軍事合作的實(shí)質(zhì)性提升,吸引美國積極參與東北亞經(jīng)濟(jì)合作,防止中美韓之間矛盾的牽連擴(kuò)散,并適度照顧到韓國的安全關(guān)切,來推動"建設(shè)性并立"模式的構(gòu)建,使中美兩大國能夠以互補(bǔ)共贏而不是各自為政的方式,共同為朝鮮半島乃至于東北亞區(qū)域秩序提供穩(wěn)定的規(guī)范。
[Abstract]:Since the establishment of diplomatic relations between China and South Korea in 1992, how to properly and effectively deal with the interaction between the alliance of the United States and South Korea and the partnership between China and South Korea has been one of the biggest problems between China, the United States and South Korea. Although many people of insight have tried to build a multilateral mechanism to accommodate the "alliance" and "partners", or strive to promote the development of both on the basis of regional security and economic order. But these plans eventually fall into failure, or shelve. The article holds that the US-ROK alliance and the strategic partnership between China and South Korea must go beyond the boundaries of the "Amway Classics" and infiltrate into the field dominated by the other side on the basis of reciprocity. Through deepening the military security cooperation between China and South Korea and strengthening the economic and trade ties between the United States and South Korea, the United States and South Korea alliance and Sino-Korean relations can reach a complementary "constructive coexistence". China should try to promote the substantive upgrading of military cooperation between China and South Korea by establishing a mechanism of strategic economic dialogue between China and South Korea, attract the United States to actively participate in economic cooperation in Northeast Asia, and prevent the spread of contradictions between China, the United States and South Korea. And appropriately taking into account South Korea's security concerns, to promote the construction of a "constructive co-existence" model so that China and the United States can work together in a mutually beneficial way rather than in a separate way. Together to provide stable norms for the Korean Peninsula and even the regional order in Northeast Asia.
