【摘要】：本世紀(jì)以來,以中國、印度、巴西等為首的一批新興大國漸次崛起,成為國際政治中的突出現(xiàn)象。2008年由美國次級貸款市場引發(fā)的全球性金融危機(jī)中,美歐傳統(tǒng)大國實(shí)力進(jìn)一步削弱,新興大國所受沖擊相對較小,不但在危機(jī)中率先引領(lǐng)復(fù)蘇,而且日益成為全球經(jīng)濟(jì)增長引擎。世界財(cái)富版圖此消彼長的變化為新興大國由全球治理舞臺的外圍向中心靠攏奠定了物質(zhì)基礎(chǔ),而金融危機(jī)的爆發(fā)則極大地推進(jìn)了這一進(jìn)程。傳統(tǒng)大國面對自身霸權(quán)的相對衰落,開始主動做出策略性調(diào)整,在一些國際機(jī)構(gòu)中讓渡部分權(quán)力,力圖將新興大國納入其主導(dǎo)的國際體系。以二十國集團(tuán)峰會機(jī)制化為標(biāo)志,新興大國開始以平等身份與發(fā)達(dá)國家一起參與全球經(jīng)濟(jì)治理。 本文對新興大國崛起的背景與現(xiàn)實(shí)、趨勢和特點(diǎn)進(jìn)行了深入探討,認(rèn)為積極參與全球治理,既是新興大國在全球化進(jìn)程中繼續(xù)維護(hù)并拓展其利益的客觀需要,也是施展其大國抱負(fù)的戰(zhàn)略選擇。本文通過對新興大國參與全球治理的積極意義和制約因素的系統(tǒng)分析發(fā)現(xiàn),新興大國群體進(jìn)入全球經(jīng)濟(jì)治理格局將是全球治理重構(gòu)進(jìn)程的一個(gè)新起點(diǎn),而新興大國的參與能否使全球治理機(jī)制更為有效地因應(yīng)全球化時(shí)代人類面臨的種種挑戰(zhàn),將取決于傳統(tǒng)大國與新興大國、新興大國之間、以及新興大國內(nèi)政與外交三組關(guān)系互動產(chǎn)生的合力及影響。
[Abstract]:Since this century, a group of emerging powers, led by China, India and Brazil, have gradually emerged as a prominent phenomenon in international politics. In the global financial crisis triggered by the US subprime loan market in 2008, The traditional powers of the United States and Europe have been further weakened and the impact on emerging powers has been relatively small, leading not only the recovery in the crisis, but also increasingly becoming the engine of global economic growth. The changing of the world wealth landscape has laid a material foundation for the emerging powers to move from the periphery of the global governance stage to the center, and the outbreak of the financial crisis has greatly promoted this process. In the face of the relative decline of their hegemony, the traditional powers began to take the initiative to make strategic adjustments, to transfer some powers in some international institutions, and to try to bring the emerging powers into the international system dominated by them. Marked by the institutionalization of the G20 summit, emerging powers are beginning to participate in global economic governance on an equal footing with developed countries. In this paper, the background, reality, trend and characteristics of the rising of emerging powers are discussed in depth. It is considered that active participation in global governance is the objective need for emerging powers to continue to safeguard and expand their interests in the process of globalization. It is also a strategic choice to carry out its great power ambitions. Based on the systematic analysis of the positive significance and restrictive factors of the emerging powers' participation in global governance, this paper finds that the entry of the group of emerging powers into the global economic governance pattern will be a new starting point for the reconstruction of global governance. Whether the participation of the emerging powers can make the global governance mechanism more effective in response to the challenges facing mankind in the era of globalization will depend on the relationship between the traditional and the emerging powers, the emerging powers, and the emerging powers. As well as the emerging powers internal affairs and foreign relations interaction between the resultant force and impact.
