【摘要】：緬甸是中國(guó)重要的鄰邦。自從中緬建交以來,兩國(guó)建立起了長(zhǎng)期穩(wěn)定、面向未來、睦鄰友好、全面合作的雙邊關(guān)系。隨著各國(guó)的競(jìng)爭(zhēng)日益激烈,地緣戰(zhàn)略因素在各國(guó)外交政策制定中起到越來越重要的作用。緬甸作為中南半島上一個(gè)地理位置優(yōu)越的國(guó)家,逐漸成為大國(guó)爭(zhēng)奪之地。近年來美國(guó)重返亞太地區(qū),高姿態(tài)與緬甸新政府接觸,企圖借助緬甸遏制中國(guó)是很好的印證。 對(duì)于中國(guó)來說,緬甸同樣具有重要的地緣戰(zhàn)略價(jià)值。中國(guó)積極發(fā)展對(duì)緬關(guān)系,憑借其地理位置優(yōu)勢(shì),中國(guó)南下實(shí)現(xiàn)印度洋戰(zhàn)略成為可能,也為我國(guó)沖出美國(guó)在亞太地區(qū)構(gòu)筑的戰(zhàn)略包圍圈尋找到一個(gè)突破口；有利于實(shí)現(xiàn)我國(guó)石油運(yùn)輸渠道多元化,保障能源供應(yīng)安全,維護(hù)國(guó)家經(jīng)濟(jì)安全；積極發(fā)展與緬甸的關(guān)系,還有利于為我國(guó)營(yíng)造良好的周邊環(huán)境,對(duì)于我國(guó)實(shí)施西部大開發(fā),促進(jìn)西南邊陲地區(qū)的發(fā)展有重要意義；緬甸大選后,中國(guó)繼續(xù)保持與深化同緬甸睦鄰友好合作關(guān)系,有利于改變中國(guó)在西方國(guó)家主導(dǎo)的國(guó)際社會(huì)的形象,提高我國(guó)的國(guó)際地位；同時(shí)中國(guó)和緬甸合作開發(fā)毒品替代種植物,有助于減少甚至徹底解決緬甸的毒品種植問題,為我國(guó)經(jīng)濟(jì)社會(huì)的發(fā)展提供良好的環(huán)境。 研究、學(xué)習(xí)中國(guó)周邊地緣環(huán)境的基本特點(diǎn)、緬甸的地緣戰(zhàn)略價(jià)值,對(duì)我國(guó)做出恰當(dāng)?shù)膽?zhàn)略決策,特別是地緣戰(zhàn)略決策,營(yíng)造良好的周邊環(huán)境,構(gòu)建社會(huì)主義和諧社會(huì),有著重要的作用。
[Abstract]:Myanmar is an important neighbor of China. Since the establishment of diplomatic relations between China and Myanmar, the two countries have established long-term stable, future-oriented, good-neighborly and friendly bilateral relations with all-round cooperation. With the increasingly fierce competition, geostrategic factors play an increasingly important role in the formulation of foreign policy. Myanmar, as a superior country on the Indochina Peninsula, has gradually become a land of great power. In recent years, the United States has returned to the Asia-Pacific region and made high profile contacts with the new Myanmar government in an attempt to contain China with the help of Myanmar. For China, Myanmar also has important geo-strategic value. China has actively developed its relations with Myanmar. With its geographical advantage, it is possible for China to go south to realize the Indian Ocean strategy, and also to find a breakthrough for China to break out of the strategic encirclement established by the United States in the Asia-Pacific region. It is conducive to the diversification of petroleum transportation channels in China, the security of energy supply and the maintenance of national economic security; the positive development of relations with Myanmar is also conducive to creating a good surrounding environment for our country and the implementation of the large-scale development of the western region for our country. It is of great significance to promote the development of southwestern border areas: after the election in Myanmar, China continues to maintain and deepen good-neighborly, friendly and cooperative relations with Myanmar, which is conducive to changing the image of China in the international community dominated by western countries and enhancing China's international status; At the same time, the cooperation between China and Myanmar in the development of drug substitute plants will help to reduce or even solve the problem of drug cultivation in Myanmar, and provide a good environment for the economic and social development of our country. To study and study the basic characteristics of China's surrounding geo-environment and Myanmar's geo-strategic value, to make appropriate strategic decisions for our country, especially geo-strategic decisions, to create a good peripheral environment, and to build a harmonious socialist society. Play an important role.
