【摘要】：美國特朗普政府向國會提交的2018財年預(yù)算報告大幅削減對國際組織的經(jīng)費(fèi)貢獻(xiàn)。財政預(yù)算作為美國與聯(lián)合國關(guān)系的風(fēng)向標(biāo),預(yù)示著雙方關(guān)系很可能進(jìn)入劇烈波動的時期。美國慣于以"錢袋的力量"推動聯(lián)合國改革。其中,對于聯(lián)合國財政制度,美國的主要目標(biāo)是強(qiáng)化其控制權(quán),具體包括:建立以財政貢獻(xiàn)為基礎(chǔ)的加權(quán)表決制,降低美國在聯(lián)合國預(yù)算中的分?jǐn)偙壤?促使聯(lián)合國實(shí)施預(yù)算節(jié)制,以及弱化分?jǐn)倳M(fèi)制等。預(yù)計在特朗普政府時期美國將通過扣留會費(fèi)的方式施壓聯(lián)合國進(jìn)行改革。特朗普預(yù)算將會進(jìn)一步削弱美國在世界的領(lǐng)導(dǎo)地位,然而也將會加劇聯(lián)合國財政危機(jī),損害國際社會的整體利益。
[Abstract]:The Trump administration's budget report for fiscal year 2018 to Congress slashed its contribution to international organizations. As the vane of the relationship between the United States and the United Nations, the budget indicates that the relationship is likely to enter a period of violent fluctuations. The United States is used to promoting UN reform with the power of money bags. Among them, the main objective of the United States with regard to the financial system of the United Nations is to strengthen its control, including, in particular, the establishment of a weighted voting system based on financial contributions and a reduction in the United States share in the United Nations budget, To urge the United Nations to implement budget control, as well as weaken the system of assessed contributions and so on. The United States is expected to press the United Nations to reform by withholding fees during the Trump administration. Trump's budget would further weaken America's leadership in the world, but it would also exacerbate the financial crisis at the United Nations and hurt the international community as a whole.
