【摘要】：安全一般分為兩個(gè)層次,一是主觀感受,即是否存在恐懼;另一種是客觀存在,是具有對(duì)抗一切現(xiàn)實(shí)或潛在威脅的實(shí)實(shí)在在的保障,總之,安全就是客觀上不存在威脅,主觀上不存在恐懼。 安全困境是國(guó)際關(guān)系理論中描述國(guó)家因安全疑懼而陷入兩難困境的一個(gè)概念。安全困境的性質(zhì)有兩種:一般性安全困境與結(jié)構(gòu)對(duì)抗性安全困境。 中日關(guān)系中安全困境的形成是多種要素綜合作用的結(jié)果,既有中日雙方之間的內(nèi)部因素,也有美國(guó)對(duì)雙方的影響這樣一個(gè)外部因素。美國(guó)在東北亞地區(qū)推行其霸權(quán)戰(zhàn)略,力圖主導(dǎo)東北亞安全事務(wù)構(gòu)成了影響中日安全困境的強(qiáng)大外部力量。同時(shí)中國(guó)的和平發(fā)展更使日、美等國(guó)加深了對(duì)中國(guó)的疑懼和防范;中日之間的安全困境不是一般性的安全困境,可以稱之為“緩和的結(jié)構(gòu)性對(duì)抗性安全困境”。 緩解中日安全困境,在于中日雙方相互消除疑慮,重新進(jìn)行自身的角色認(rèn)知,積極尋求相互的利益匯合點(diǎn)。雙方各自應(yīng)采取積極的應(yīng)對(duì)措施,共同培育和構(gòu)建東亞區(qū)域安全共同體,并建立危機(jī)處理的長(zhǎng)效機(jī)制。這對(duì)于兩國(guó)的和平發(fā)展有著重要意義。
[Abstract]:Security is generally divided into two levels, one is the subjective feeling, that is, whether there is fear or not, the other is the objective existence, which is a real guarantee against any real or potential threat. In short, security is the absence of an objective threat. There is no fear subjectively. Security dilemma is a concept in the theory of international relations that states are caught in a dilemma because of security fears. There are two kinds of security dilemma: general security dilemma and structural antagonistic security dilemma. The formation of the security dilemma in Sino-Japanese relations is the result of a combination of factors, both internal factors between China and Japan, and an external factor such as the influence of the United States on both sides. The United States pursues its hegemonic strategy in Northeast Asia and tries to dominate the security affairs in Northeast Asia, which constitutes a powerful external force that influences the security dilemma of China and Japan. At the same time, the peaceful development of China makes Japan, the United States and other countries have deepened their doubts and precautions against China, and the security dilemma between China and Japan is not a general security dilemma, which can be called a "relaxed structural confrontational security dilemma." To alleviate the security dilemma of China and Japan lies in the mutual elimination of misgivings, the re-recognition of their own roles and the active seeking of mutual interests. Both sides should take active measures to cultivate and construct the East Asian regional security community and establish a long-term mechanism of crisis management. This is of great significance to the peaceful development of the two countries.
