【摘要】：樸槿惠時期韓國東北亞外交雖具有諸多美好的構(gòu)想,但在外交實踐中并未取得理想效果。在樸槿惠時期的韓國東北亞外交實踐中,主要存在兩大困境:第一是南北關(guān)系僵化問題;第二是大國外交失衡問題。這兩大問題貫穿樸槿惠任期始終,并在樸槿惠政府后期,受朝鮮第四次核試驗影響激化。樸槿惠時期韓國東北亞外交構(gòu)想與實踐、目標與效果存在偏差,韓國外交深陷兩大困境泥淖。究其根源,首先,樸槿惠時期韓國東北亞外交構(gòu)想與實踐延續(xù)了韓國外交的部分歷史性特征,其在外交定位中將南北統(tǒng)一與成為“東北亞平衡者”為外交目標并不符合東北亞客觀地緣政治環(huán)境及韓國國家地緣政治影響能力。此外,在具體外交實踐中,韓國將安保問題作為外交首要任務(wù)。由此導(dǎo)致其對朝關(guān)系改善的構(gòu)想實質(zhì)上仍是以國家實力絕對壓制為前提,同時以不斷加強美韓同盟關(guān)系為主要手段。這種做法不僅不會使朝韓關(guān)系獲得改善,反而更加激化朝韓緊張局勢。此外,對美安全依賴與對中經(jīng)濟依賴間存在的結(jié)構(gòu)性矛盾也使得韓國難以實現(xiàn)美中韓三角關(guān)系的平衡。因而在未來韓國的東北亞外交中,首要任務(wù)就是實現(xiàn)南北關(guān)系的緩和,避免激化朝韓矛盾。在實現(xiàn)南北關(guān)系緩和中,可通過安保與經(jīng)濟并舉的手段,重構(gòu)南北關(guān)系進程。同時尋求韓美、韓中關(guān)系等距離推進。中國在未來對韓關(guān)系中,應(yīng)積極吸取樸槿惠時期中韓關(guān)系中的經(jīng)驗教訓(xùn),在認知韓國外交“安全-經(jīng)濟”二元依賴結(jié)構(gòu)下的波動規(guī)律前提下,充分考慮中韓關(guān)系中的風(fēng)險與不穩(wěn)定因素。同時,中國也需要在朝鮮半島問題中積極的發(fā)揮作用,從而塑造更加有利于中國的東北亞地緣政治環(huán)境�；趯ι鲜鰡栴}的討論,本文主要的研究思路是:首先,本文將從歷史淵源與現(xiàn)實背景兩方面論述樸槿惠時期韓國東北亞外交實踐的來源。突出歷史的慣性驅(qū)使與現(xiàn)實環(huán)境的制約致使樸槿惠時期韓國的東北亞外交在構(gòu)想與實踐中存在偏差。其次,本文將以樸槿惠時期東北亞外交兩大困境為線索,系統(tǒng)論述其東北亞外交中構(gòu)想與實踐、目標與效果間的差異性以及成因。最后,基于上文對于樸槿惠時期韓國東北亞外交實踐問題分析,給予韓國未來東北亞外交實踐相關(guān)思考。同時,本文還將對樸槿惠時期中韓關(guān)系發(fā)展中前后反差加以分析,以此探索對未來中國對韓外交的啟示。
[Abstract]:Although Park Geun-hye 's Northeast Asia diplomacy had many beautiful ideas, it failed to achieve ideal results in diplomatic practice. In the diplomatic practice of North East Asia in Park Geun-hye 's period, there are two main predicaments: the first is the ossification of the North-South relations, the second is the imbalance of the great powers' diplomacy. The two issues continued throughout Park's presidency and intensified in the late years of her administration, affected by North Korea's fourth nuclear test. Park Geun-hye 's North East Asia diplomatic conception and practice, the goal and effect are deviated, Korean diplomacy is mired in two difficulties. First of all, the concept and practice of Korean Northeast Asia diplomacy during Park Geun-hye 's period continued some of the historical characteristics of Korean diplomacy. It is not in line with the objective geopolitical environment of Northeast Asia and the geopolitical influence ability of South Korea to regard the unification of North and South and the balance of Northeast Asia as the diplomatic goal in its diplomatic orientation. In addition, in specific diplomatic practice, South Korea regards security as the primary diplomatic task. As a result, the concept of improving the DPRK relations is still based on the absolute suppression of national strength and the strengthening of the alliance between the United States and South Korea as the main means. Instead of improving relations with South Korea, this will only exacerbate tensions between the two Koreas. In addition, the structural contradiction between American security dependence and economic dependence on China makes it difficult for South Korea to achieve a balance between US and South Korea triangular relations. Therefore, in the future North East Asia diplomacy of South Korea, the first task is to realize the detente of the North-South relations and avoid intensifying the inter-Korean conflict. In the process of realizing the relaxation of North-South relations, the process of North-South relations can be reconstructed by means of security and economy. At the same time, seek Korea and the United States, Korea-China relations and other distance to advance. In China's future relations with South Korea, China should actively absorb the experience and lessons from Park Geun-hye 's Sino-Korean relations, on the premise of recognizing the fluctuating rules under the dualistic structure of "security economy" in South Korean diplomacy. Fully consider the risk and instability factors in the relations between China and South Korea. At the same time, China also needs to play an active role in the Korean Peninsula issue so as to create a more favorable geopolitical environment for China in Northeast Asia. Based on the above discussion, the main research ideas of this paper are as follows: first, this paper will discuss the origin of the diplomatic practice in the North East Asia of Park Geun-hye 's period from the historical origin and the realistic background. The prominent historical inertia and the restriction of realistic environment led to the deviation in the conception and practice of Korea's Northeast Asia diplomacy during Park Geun-hye 's period. Secondly, based on the two predicaments of Park Geun-hye 's Northeast Asia diplomacy, this paper systematically discusses the conception and practice of Northeast Asia diplomacy, the difference between objectives and effects, and the causes of formation. Finally, based on the above analysis of the diplomatic practice in South Korea's Northeast Asia during Park Geun-hye 's period, the author gives some thoughts to the future diplomatic practice of North East Asia. At the same time, this paper will analyze the contrast between China and South Korea during Park Geun-hye 's development of Sino-Korean relations, so as to explore the enlightenment of China's diplomacy to South Korea in the future.
