【摘要】：2015年7月14日,伊核全面協(xié)議簽署,長(zhǎng)達(dá)12年的伊核談判"終成正果"。伊核全面協(xié)議的達(dá)成是伊朗和美國(guó)雙方政策相向而行的產(chǎn)物,其中最重要、最實(shí)質(zhì)性的變量因素是美國(guó)改變了對(duì)伊朗的政策。作為聯(lián)合國(guó)常任理事國(guó)之一,中國(guó)一直積極參與伊核問(wèn)題的政治解決,在伊核談判中發(fā)揮了獨(dú)特作用。伊朗得以保留一定的民用核能力,與伊核相關(guān)的國(guó)際制裁有望被取消,伊朗從中收獲頗豐。美國(guó)則有利于其在中東脫困,以總體服務(wù)于加快美國(guó)全球戰(zhàn)略重心東移的戰(zhàn)略。與此同時(shí),中東地緣政治格局變化,伊朗地區(qū)大國(guó)地位得到鞏固且可望進(jìn)一步提升。在"后伊核協(xié)議時(shí)代",中國(guó)與伊朗關(guān)系面臨新的發(fā)展機(jī)遇,中資企業(yè)需淡定應(yīng)對(duì)跨國(guó)公司在伊朗市場(chǎng)展開(kāi)的激烈競(jìng)爭(zhēng)。
[Abstract]:July 14, 2015, the signing of the comprehensive agreement, 12-year-long Iran-nuclear negotiations, "finally fruit." The conclusion of the comprehensive agreement on Iran's nuclear program is a product of the opposite policies between Iran and the United States, the most important and substantial variable of which is that the United States has changed its policy towards Iran. As a permanent member of the United Nations, China has been actively involved in the political settlement of the Iranian nuclear issue and has played a unique role in the negotiations. Iran has been able to retain a certain civilian nuclear capability, and international nuclear-related sanctions are expected to be lifted. The United States, on the other hand, is conducive to its efforts to extricate itself from difficulties in the Middle East and to serve as a whole the strategy of accelerating the eastward shift of its global strategic focus. At the same time, the geopolitical structure of the Middle East changes, Iran regional power status has been consolidated and is expected to further enhance. In the "post-Iranian nuclear era", China's relations with Iran face new opportunities for development, and Chinese enterprises need to calm down to deal with the fierce competition of multinational companies in the Iranian market.
