【摘要】：2009年"二十國集團"(G20)第三屆匹茲堡峰會《領(lǐng)導(dǎo)人聲明》直接指定G20取代"七國集團"(G7)成為"國際經(jīng)濟合作首要平臺",這標(biāo)志著G20機制化建設(shè)取得階段性突破,推動了全球治理機制重心從G7向G20過渡的功能性轉(zhuǎn)移。與民間輿論有所不同,這一時期印度官方的G20政策定位整體上揚,對于G20機制化建設(shè)議題的關(guān)注顯著升溫,但此后立場卻在模糊與清晰之間徘徊,印度國內(nèi)外因素的雙層博弈是這一表現(xiàn)的根本原因。對于非正式性政府間論壇的不信任感以及相對復(fù)雜的國際、國內(nèi)局勢,使印度在參與G20機制化建設(shè)過程中秉持審慎態(tài)度。在印度的大國夢想及G20機制化建設(shè)戰(zhàn)略背景之下,系統(tǒng)闡述印度國內(nèi)外雙層博弈機理以及印度的全球治理利益理念與訴求,對于中國G20政策的制定具有重要啟示與借鑒意義。
[Abstract]:In 2009, the leaders' statement of the third Pittsburgh Summit of the "Group of Twenty" (G20) directly designated the G20 to replace the "Group of Seven" (G7) as the "primary platform for international economic cooperation." this marked a breakthrough in the institutional construction of the G20. Promoted the global governance mechanism center of gravity from G 7 to the G20 transition function shift. Different from the public opinion, during this period, India's official G20 policy position rose as a whole, and attention to the G20 institutional construction issue increased significantly, but since then its position has lingered between ambiguity and clarity. The double-level game of India's domestic and foreign factors is the fundamental reason for this performance. A sense of distrust in informal intergovernmental forums and a relatively complex international and domestic situation have led India to be cautious in its participation in the G20 institutional process. Under the background of India's dream of great power and the strategy of G20 institutional construction, it is of great enlightenment and significance for China to formulate G20 policy by systematically expounding the two-level game mechanism at home and abroad as well as India's idea and demand of global governance interests.
