【摘要】：中國周邊國家多,民族關(guān)系復(fù)雜,文化多樣。雖然中國周邊形勢總體上比較穩(wěn)定,但是隱含著許多不穩(wěn)定的因素,對我國的安全構(gòu)成極大的威脅。這些威脅既有來自外部的因素,如鼓吹“中國威脅論”;也有來自我們內(nèi)部的因素,如經(jīng)濟的快速發(fā)展引起周邊部分國家的不安。破除這些威脅需要“軟實力”。軟實力可以通過自身的吸引力促進共同言語的形成,增進互信與理解,能促進國際機制和合作平臺的建立,對促進硬實力的發(fā)展和國家的安全建設(shè)有積極的作用,而我國當前的軟實力發(fā)展存在嚴重的不足,我們需要大力提升我國的軟實力,為我國積極營造一個發(fā)展的戰(zhàn)略機遇期。 本文分四個部分圍繞軟實力與中國周邊安全的構(gòu)建展開論述: 第一部分是導(dǎo)論。從總體上指出我國周邊目前面臨的安全形勢,提出用“軟實力”解決和應(yīng)對這些挑戰(zhàn),并對我國當前“軟實力”的發(fā)展現(xiàn)狀做文獻回顧,提出本文“軟實力”的觀點。 第二部分主要從理論上分析軟實力與國家安全構(gòu)建之間的關(guān)系。首先介紹軟實力研究興起的原因,然后從國際關(guān)系理論的三大主要流派來比較現(xiàn)實主義、新自由主義和建構(gòu)主義的國家安全觀,從建構(gòu)主義視角提出構(gòu)建中國周邊安全,再從綜合解釋的視角提出維護中國的周邊安全需要發(fā)展中國的軟實力。軟實力能協(xié)調(diào)硬實力的發(fā)展,能增強國家形象的親和力和對周邊局勢的掌控力,軟實力在維護國家安全上發(fā)揮著重要的作用。 第三部分主要分析當前我國軟實力的現(xiàn)狀與缺失,指出當前我國軟實力發(fā)展所取得的成就和不足,并具體分析當前我國的周邊安全現(xiàn)狀。我國周邊安全的這種現(xiàn)狀與我國軟實力的不足有很大關(guān)系,要改變這種狀況,需要大力提升我國的軟實力。 第四部分主要針中國軟實力的不足,提出從弘揚傳統(tǒng)文化、積極開展公共外交、增強中國模式吸引力,以及發(fā)展軍事軟文化四個方面增強中國的軟實力,積極主動構(gòu)建一個穩(wěn)定、繁榮、安全的周邊環(huán)境,并在此基礎(chǔ)上展望中國周邊安全的未來前景。
[Abstract]:China has many neighboring countries, complex ethnic relations and diverse cultures. Although the situation around China is stable on the whole, there are many unstable factors that pose a great threat to the security of our country. These threats come from both external factors, such as advocating the "China threat", and internal factors, such as rapid economic development that has caused unease in some neighboring countries. Overcoming these threats requires "soft power". Soft power can promote the formation of common language, mutual trust and understanding through its own attractiveness, promote the establishment of international mechanisms and platforms for cooperation, and play a positive role in promoting the development of hard power and the building of national security. However, there are serious shortcomings in the development of soft power in our country, so we need to promote our soft power vigorously and create a strategic opportunity period for our country to develop actively. This paper discusses the construction of soft power and security around China in four parts: The first part is an introduction. In general, the paper points out the security situation around our country at present, proposes to solve these challenges with "soft power", reviews the current development status of "soft power" in our country, and puts forward the viewpoint of "soft power" in this paper. The second part mainly analyzes the relationship between soft power and national security construction theoretically. This paper first introduces the reasons for the rise of soft power research, then compares the realistic, neoliberal and constructivist national security concepts from the three main schools of international relations theory, and puts forward the construction of China's peripheral security from the perspective of constructivism. From the perspective of comprehensive interpretation, the author points out that the development of China's soft power is needed to maintain China's peripheral security. Soft power can coordinate the development of hard power, enhance the affinity of national image and control the surrounding situation. Soft power plays an important role in maintaining national security. The third part mainly analyzes the current situation and deficiency of China's soft power, points out the achievements and shortcomings of the development of our country's soft power, and concretely analyzes the current situation of our country's peripheral security. The present situation of China's peripheral security is closely related to the shortage of soft power in our country. In order to change this situation, it is necessary to improve the soft power of our country. The fourth part mainly points out the deficiency of China's soft power, and puts forward four aspects to enhance China's soft power, such as carrying forward traditional culture, actively developing public diplomacy, enhancing the attraction of Chinese model, and developing military soft culture. On the basis of constructing a stable, prosperous and safe surrounding environment, the author looks forward to the future prospect of China's peripheral security.
