【摘要】：隨著歐洲一體化的發(fā)展,歐盟的外部差異化日益顯著。歐洲一體化中的外部差異化指非成員國(guó)參加歐盟特定政策領(lǐng)域的合作。外部差異化的主要模式包括:歐洲經(jīng)濟(jì)區(qū)、歐盟與瑞士的雙邊合作、歐盟與土耳其的關(guān)稅同盟、申根合作的聯(lián)系國(guó)。外部差異化的發(fā)展源于歐盟與非成員國(guó)之間的相互依賴,同時(shí)也是歐盟的一種外交政策工具。外部差異化將特定歐盟法規(guī)擴(kuò)展到聯(lián)盟之外,從而在一體化的發(fā)展中具有一定的作用,但是也面臨非成員國(guó)的"參與赤字"和歐盟法規(guī)的"碎片化"等挑戰(zhàn)。歐洲一體化中的外部差異化將長(zhǎng)期存在,并可能隨著英國(guó)正式脫歐而得到強(qiáng)化。
[Abstract]:With the development of European integration, the external differentiation of EU is becoming more and more obvious. External differentiation in European integration refers to non-member countries participating in cooperation in specific areas of EU policy. The main modes of external differentiation include: the European Economic area, the bilateral cooperation between the European Union and Switzerland, the customs union between the European Union and Turkey, and the associated countries of Schengen cooperation. The development of external differentiation originates from the interdependence between EU and non-member states, and it is also a foreign policy tool of EU. The external differentiation extends the specific EU regulations out of the union, thus playing a certain role in the development of integration, but also faces the challenges of "participation deficit" of non-member countries and "fragmentation" of EU regulations and so on. The external differentiation in European integration will exist for a long time and may be reinforced by the formal Brexit.
