【摘要】： 在恐怖主義日益猖獗的今天,世界各國(guó)逐漸認(rèn)識(shí)到反恐合作的重要性,國(guó)際反恐合作也逐步展開(kāi),以美國(guó)為主的軍事大國(guó)開(kāi)始試圖建立全球反恐聯(lián)盟以力求打擊恐怖主義的囂張蔓延,聯(lián)合國(guó)集體安全機(jī)制的意義和作用日益凸顯。本文通過(guò)分析恐怖主義的實(shí)質(zhì)以及國(guó)際反恐合作的興起來(lái)突出聯(lián)合國(guó)集體安全機(jī)制在反對(duì)恐怖主義的斗爭(zhēng)中的重要作用和不足。研究對(duì)比“9·11”前后由美國(guó)反恐戰(zhàn)爭(zhēng)、“維和行動(dòng)”、以及區(qū)域反恐給聯(lián)合國(guó)集體安全機(jī)制內(nèi)容帶來(lái)的影響,從中找到聯(lián)合國(guó)集體安全機(jī)制面臨的困難,吸取合作安全內(nèi)容的優(yōu)越性,并最終確立今后聯(lián)合國(guó)集體安全機(jī)制改革的方向。主要有如何強(qiáng)化聯(lián)合國(guó)有關(guān)集體安全機(jī)構(gòu)的作用,確保其能在美國(guó)單邊主義盛行的今天最大限度的實(shí)現(xiàn)它們本身的創(chuàng)設(shè)目的,以國(guó)際合作和國(guó)際反恐機(jī)制建設(shè)為主,應(yīng)對(duì)恐怖主義對(duì)國(guó)際安全的新威脅,維護(hù)國(guó)際和平與安全。在聯(lián)合國(guó)集體安全機(jī)制改革的過(guò)程中,中國(guó)結(jié)合自身對(duì)抗“藏獨(dú)”、“疆獨(dú)”等恐怖組織的經(jīng)驗(yàn),抓住機(jī)遇,發(fā)揮自己大國(guó)的作用,在國(guó)際反恐戰(zhàn)爭(zhēng)以及聯(lián)合國(guó)集體安全機(jī)制的構(gòu)建中發(fā)揮更大的作用。
[Abstract]:Today, when terrorism is increasingly rampant, countries in the world are gradually realizing the importance of counter-terrorism cooperation, and international cooperation against terrorism is also gradually unfolding. The major military powers in the United States have begun to try to establish a global coalition against terrorism in an effort to combat the spread of terrorism. The significance and role of the United Nations collective security mechanism are increasingly prominent. By analyzing the essence of terrorism and the rise of international anti-terrorism cooperation, this paper highlights the important role and deficiency of the United Nations collective security mechanism in the struggle against terrorism. Studying and comparing the impact of the United States' war on terror, "peacekeeping operations" and regional counter-terrorism on the content of the United Nations collective security mechanism before and after "9 / 11", and finding out the difficulties faced by the United Nations collective security mechanism, Finally, the direction of the reform of the United Nations collective security mechanism should be established by absorbing the superiority of the cooperative security content. Mainly how to strengthen the role of the relevant collective security organs of the United Nations so as to ensure that they can maximize their purpose of creation in a time when unilateralism is prevalent in the United States, with international cooperation and international counter-terrorism mechanisms being the main ones. To deal with new threats to international security posed by terrorism and to maintain international peace and security. In the process of reforming the collective security mechanism of the United Nations, China has combined its own experience in confronting terrorist organizations such as "Tibet independence" and "Xinjiang independence" to seize the opportunity and give play to the role of its own great power. In the international war on terrorism and the United Nations collective security mechanism to play a greater role.
