【摘要】：根據(jù)聯(lián)盟動(dòng)機(jī)理論的邏輯,國際社會應(yīng)該而且必須聯(lián)合預(yù)防霸權(quán)出現(xiàn)或制衡已經(jīng)形成的霸權(quán)�，F(xiàn)實(shí)中的美國霸權(quán)雖然受到部分國家的制衡,但大多屬于被動(dòng)的反應(yīng)式制衡且制衡程度不足,沒有形成霸權(quán)制衡性聯(lián)盟。霸權(quán)制衡性聯(lián)盟缺失成為學(xué)術(shù)界需要認(rèn)真思考的理論問題。換個(gè)角度來看,對霸權(quán)制衡性聯(lián)盟缺失的研究,也是對建立霸權(quán)制衡性聯(lián)盟所需條件的研究,這方面的必要條件主要涉及需求、意愿、能力和共同基礎(chǔ)四個(gè)方面。第一,要不要制衡霸權(quán)國,從根本上說取決于國家利益,但國家利益的具體指向并非一成不變,各國的國家利益不可能完全一致,此外還要考慮霸權(quán)正當(dāng)性程度以及威脅/收益程度的界限。第二,想不想制衡霸權(quán)國,關(guān)鍵看潛在制衡國對制衡行為的"成本-收益"權(quán)衡。第三,能不能制衡霸權(quán)國,受到許多因素的影響,但潛在制衡國的認(rèn)知和決策能力非常重要。第四,建立霸權(quán)制衡性聯(lián)盟需要找到潛在制衡國之間的共同基礎(chǔ),這應(yīng)著眼于它們的制衡需求、意愿和能力。
[Abstract]:According to the logic of alliance motivation theory, the international community should and must jointly prevent the emergence of hegemony or check and balance the established hegemony. Although American hegemony is counterbalanced by some countries, it belongs to passive reactive checks and balances, and the degree of checks and balances is insufficient, so there is no hegemonic counterbalancing alliance. The lack of hegemonic balance alliance has become a theoretical problem that needs to be seriously considered in academic circles. In other words, the research on the lack of hegemonic counterbalancing alliance is also the study of the necessary conditions for the establishment of hegemonic counterbalancing alliance. The necessary conditions in this respect mainly involve four aspects: demand, will, ability and common foundation. First, whether or not to check and balance hegemonic powers is fundamentally dependent on national interests. However, the specific direction of national interests is not inflexible, and the national interests of all countries cannot be completely identical. In addition, we should consider the legitimacy of hegemony and the threshold of threat / profit. Second, the key to counterbalance hegemonic power is the balance between cost and benefit of the potential counterbalance. Thirdly, whether the hegemonic power can be balanced or not is influenced by many factors, but the cognitive and decision-making ability of the potential counterbalance country is very important. Fourth, the establishment of hegemonic checks and balances needs to find common ground among potential checks and balances, which should focus on their checks and balances needs, willingness and capabilities.
