【摘要】：20世紀(jì)70年代初,世界經(jīng)濟(jì)形勢嚴(yán)重惡化,國際石油市場趨于動(dòng)蕩,發(fā)達(dá)國家與發(fā)展中國家均面臨嚴(yán)峻挑戰(zhàn)。為解決困擾全球經(jīng)濟(jì)的國際難題,各國倡導(dǎo)召開國際性經(jīng)濟(jì)會(huì)議,展開有效的南北對(duì)話。在此期間,美國制定相應(yīng)策略,力圖推動(dòng)國際經(jīng)濟(jì)合作會(huì)議的召開。在會(huì)議籌辦的過程中,美國通過多邊外交行動(dòng),協(xié)調(diào)西方石油消費(fèi)國統(tǒng)一立場,加強(qiáng)其與第三世界國家的溝通理解,旨在穩(wěn)定西方世界主導(dǎo)下的國際經(jīng)濟(jì)秩序。美國針對(duì)會(huì)議的外交政策折射出美國霸權(quán)勢力下降時(shí)期外交戰(zhàn)略的重要調(diào)整,是美國對(duì)外政策階段性變化的縮影。
[Abstract]:In the early 1970s, the world economic situation deteriorated seriously, the international oil market tended to be turbulent, and both developed and developing countries were faced with severe challenges. In order to solve the global economic problems, countries advocate the convening of international economic conferences and effective dialogue between North and South. During this period, the United States worked out strategies to promote the convening of international economic cooperation conference. In the course of preparing the conference, the United States coordinated the unified stand of the western oil consuming countries through multilateral diplomatic actions and strengthened its communication and understanding with the third world countries in order to stabilize the international economic order under the guidance of the western world. The foreign policy of the United States against the meeting reflects the important adjustment of the diplomatic strategy in the period of the decline of the hegemonic power of the United States and is a microcosm of the phased changes in the foreign policy of the United States.
