從2010年釣魚島撞船事件看日本外交危機(jī)管理

【摘要】:當(dāng)前的國際形勢變幻莫測,國際危機(jī)成為一種常態(tài),不僅對危機(jī)當(dāng)事國產(chǎn)生影響,造成國家利益的損害,而且對地區(qū)和國際體系的穩(wěn)定也構(gòu)成威脅。 和平穩(wěn)定的周邊環(huán)境是中國崛起至關(guān)重要的外部因素,但就我國目前的外部安全環(huán)境而言,依然存在諸多不穩(wěn)定因素和隱患,朝核危機(jī)、有關(guān)國家間的領(lǐng)土主權(quán)和海洋權(quán)益爭端、民族分裂主義、恐怖主義等成為地區(qū)重大和熱點問題。隨著我國在國際社會的地位提升和在國際體系中影響作用的增大,面臨的地區(qū)或國際危機(jī)事件呈增長趨勢,并越來越多的對我國國家利益形成挑戰(zhàn)。2010年可謂是多事之年,從天安號、延坪島事件到中日撞船的發(fā)生,整個東亞地區(qū)動亂不安,尤其中日漁船事件對中國的利益形成了重大挑戰(zhàn),使得中日關(guān)系驟然降溫。 從古巴導(dǎo)彈危機(jī)、9.11恐怖事件到日本地震引發(fā)的核泄漏危機(jī),危機(jī)的不確定性及其帶來的危害,使各國政府意識到危機(jī)管理的重要性,并尋求建立、完善危機(jī)管理機(jī)制,而危機(jī)管理也越發(fā)受到學(xué)者們的關(guān)注。本文選擇了2010年釣魚島撞船事件作為案例,考察其中的“反常性”并通過與相似事件比較分析,總結(jié)日本危機(jī)管理的特點、原則等,還闡釋了日本危機(jī)管理與其對外戰(zhàn)略的關(guān)系。日本的危機(jī)管理有著許多值得重視之處,正所謂“他山之石,可以攻玉”,觀察它的特點,把握其規(guī)律并對未來動向作出判斷和反應(yīng),不僅有助于緩解雙邊矛盾、降低沖突發(fā)生的可能性,維護(hù)中日和平穩(wěn)定的大局,也能給我國建立和完善危機(jī)管理機(jī)制提供重要借鑒。 本文運(yùn)用了理論與實踐相結(jié)合的方法,通過對個案的分析,從個性中考察共性。對日本危機(jī)管理背后的戰(zhàn)略進(jìn)行分析,并試圖總結(jié)出日本民主黨政權(quán)的戰(zhàn)略變化。本論文除緒論和結(jié)論外,共分為四個部分:第一章,首先闡述了危機(jī)管理基本理論,側(cè)重厘清相關(guān)概念,并依據(jù)文章主題,對“危機(jī)”、“危機(jī)管理”等關(guān)鍵概念作出符合客觀實際的定義辨析。還闡述了日本對危機(jī)一詞的理解,并介紹其危機(jī)管理機(jī)制及專門機(jī)構(gòu)等情況。 第二章為案例分析,首先交代了冷戰(zhàn)后中日雙邊出現(xiàn)危機(jī)的一般情況,接著介紹2010年中日釣魚島撞船事件引發(fā)中日外交危機(jī)的過程,用直觀闡述方式,按照危機(jī)不同的發(fā)展階段對整個事件演變進(jìn)行了較為詳盡的論述。本章作為全文論述展開的重要事實依據(jù),力求在研究和闡述過程中達(dá)到全面、客觀和系統(tǒng)。但由于可搜集到的相關(guān)信息資料有限,難免出現(xiàn)偏頗或數(shù)據(jù)不全的情況,而且中日兩國語境和戰(zhàn)略思維具有差異性,即使同樣的資料,得出的結(jié)果也可能截然不同。 第三章,運(yùn)用理論與實踐相結(jié)合的方式,從比較分析中總結(jié)共性。本章分析了日本危機(jī)管理的特點、原則及其效果,論述過程中引用不同的案例為理論提供依據(jù)。雖然日本在2010年撞船事件中表現(xiàn)“異!保珡母旧弦琅f遵循了一定的原則。最后,提出建立雙邊危機(jī)管理機(jī)制的重要性,并簡略論述了實施雙邊危機(jī)管理機(jī)制的可行性。 第四章,,著重分析日本危機(jī)管理對對外戰(zhàn)略的服務(wù)功能,還探討了同盟因素對對外戰(zhàn)略的影響。本章的事實陳述不僅僅局限在領(lǐng)土爭端引發(fā)的危機(jī)部分,而是從國家處理所有重大的涉及到國家核心利益的危機(jī)過程的總體上來考察危機(jī)管理與對外戰(zhàn)略的內(nèi)在聯(lián)系。文章認(rèn)為,雖然危機(jī)決策是直接、短期的行為,尤其是日本針對具體事件的外交決策,看似零散而孤立,但其背后卻有著一貫而終的戰(zhàn)略指導(dǎo),可謂是日本外交的獨特之處。 結(jié)論部分是對文章總體性的概括和提煉,同時,從日本的危機(jī)管理實踐中尋找具有啟示意義的內(nèi)容。
[Abstract]:The current international situation is unpredictable. The international crisis has become a normal situation. It not only affects domestic crisis, causes damage to national interests, but also poses a threat to the stability of regional and international systems.
The surrounding environment of peace and stability is an important external factor for China's rise, but there are still many unstable factors and hidden dangers in our current external security environment. The North Korean nuclear crisis, the territorial sovereignty and maritime rights and interests disputes among the countries, ethnic separatism and terrorism have become the major and hot issues in the region. China has increased its status in the international community and its influence in the international system. The regional or international crisis is increasing, and more and more challenges for the national interests of our country are.2010 years. From the Tianan, the yeonping Island incident to the Sino Japanese collision, the whole East Asian region is unrest and unrest. Among them, the Japanese fishing boat incident posed a major challenge to China's interests and made Sino Japanese relations suddenly cooled.
From the Cuban missile crisis, the 9.11 terrorist incident to the nuclear leakage crisis caused by the Japanese earthquake, the uncertainty of the crisis and the harm brought, the governments are aware of the importance of the crisis management, and seek to establish and improve the crisis management mechanism, and the crisis management has also been paid more and more attention by the scholars. This article chose the Diaoyu Island collision in 2010. As a case, it examines the "abnormality" and analyzes the characteristics and principles of Japanese crisis management by comparing with similar events. It also explains the relationship between Japan's crisis management and its foreign strategy. It will not only help to alleviate bilateral contradictions, reduce the possibility of conflict, and maintain the overall situation of peace and stability between China and Japan, but also provide an important reference for the establishment and improvement of the crisis management mechanism in China.
This paper uses the method of combining theory and practice, through the analysis of the case, inspects the commonness from the personality, analyzes the strategy behind the Japanese crisis management, and tries to sum up the strategic changes of the Democratic Party of Japan. This thesis is divided into four parts except the introduction and the conclusion: Chapter 1, the crisis management base is first expounded. This theory, focusing on the definition of relevant concepts, and based on the theme of the article, makes a definition and analysis of the key concepts such as "crisis", "crisis management" and other key concepts. It also expounds the understanding of the word crisis in Japan, and introduces its crisis management mechanism and specialized agencies.
The second chapter is a case analysis. First, the general situation of the bilateral crisis in China and Japan after the cold war is explained. Then the process of the Sino Japanese diplomatic crisis caused by the Diaoyu Island collision in 2010 is introduced, and the evolution of the whole event is discussed in detail according to the different stages of the crisis. This chapter is a full text theory. The important factual basis of the expansion is to achieve a comprehensive, objective and systematic process in the process of research and exposition. However, due to the limited information and information that can be collected, it is unavoidable that biased or incomplete data are unavoidable, and the context and strategic thinking of China and Japan are different, that is, the results of the same data may be completely different.
The third chapter, using the combination of theory and practice, summarizes the commonness from the comparative analysis. This chapter analyzes the characteristics, principles and effects of Japanese crisis management, and discusses the different cases in the process to provide the basis for theory. Although Japan shows "abnormal" in the 2010 collision incident, it still follows a certain original. Finally, it puts forward the importance of establishing bilateral crisis management mechanism, and briefly discusses the feasibility of implementing bilateral crisis management mechanism.
The fourth chapter focuses on the analysis of the service function of Japanese crisis management to foreign strategy, and also discusses the influence of the alliance factors on foreign strategy. The statement of the fact of this chapter is not only limited to the part of the crisis caused by the territorial disputes, but the overall investigation of the crisis from the state to deal with all the major crisis involving the National Nuclear interests. The internal relationship between management and foreign strategy is that, although the crisis decision is direct and short-term, especially in Japan's diplomatic policy for specific events, it seems scattered and isolated, but there is a consistent and final strategic guidance behind it, which is the unique feature of Japan's diplomacy.
The conclusion is a summary and refinement of the totality of the article, and at the same time, it seeks some inspiring contents from the practice of crisis management in Japan.
