【摘要】：索馬里是世界最大的難民輸出國之一,難民問題對索馬里和周邊難民接收國影響巨大。圍繞索馬里難民問題治理,國際社會形成了兩條治理主線:以聯(lián)合國難民署為中心,以周邊難民接收國為支柱的人道援助保障體系;以非盟、歐盟及伊加特等區(qū)域組織或次區(qū)域組織為主導推動的索馬里政治重建。雖然索馬里難民問題治理取得一定的成效,但仍然面臨國家治理能力低下、國際規(guī)則與國家利益相互掣肘、周邊局勢動蕩等困境。索馬里難民問題治理的出路在于:有效推進索馬里政治重建,提升國家治理能力,同時不斷完善國際社會共同參與的多層次治理機制。
[Abstract]:Somalia is one of the largest refugee exporting countries in the world. Around the governance of Somali refugees, the international community has formed two main lines of governance: a humanitarian assistance guarantee system with UNHCR as the center and neighbouring refugee host countries as the pillar; and the African Union, Regional or subregional organisations such as the European Union and IGAD are leading the push for political reconstruction in Somalia. Although the governance of the Somali refugee problem has achieved certain results, it still faces difficulties such as low national governance capacity, mutual constraints between international rules and national interests, and instability in the surrounding situation. The way out for the governance of the Somali refugee problem lies in the effective promotion of Somali political reconstruction, the enhancement of the national governance capacity, and the continuous improvement of the multi-level governance mechanism in which the international community participates.
