【摘要】：當(dāng)前以聯(lián)合國為代表的政府間國際組織在對外干涉中的作用變得越來越突出,這些組織通過實(shí)施經(jīng)濟(jì)制裁、派遣民事警察乃至直接派遣軍事力量對目標(biāo)國實(shí)施干涉,幫助目標(biāo)國恢復(fù)和平,進(jìn)行國家建設(shè)。對國際組織的干涉行為進(jìn)行理論探討涉及國際法、國際關(guān)系和社會學(xué)等多個學(xué)科,其所涵蓋的內(nèi)容則包括國際組織進(jìn)行干涉的合法性和權(quán)威的來源、國際組織內(nèi)部的運(yùn)作機(jī)制以及國際組織和國家的互動方式等等。除聯(lián)合國外,以歐盟和非盟為代表的地區(qū)性組織在對外干涉中所扮演的角色也越來越突出,正在成為對外干涉和維和行動中一支不可或缺的力量。自20世紀(jì)90年代末以來,歐盟先后在馬其頓、剛果和波黑等地開展軍事行動,在波黑等地區(qū)開展非軍事行動。非盟也在布隆迪、索馬里和蘇丹等地開展維和行動。這些行動表明,當(dāng)前政府間國際組織(包括全球和地區(qū)性組織)已經(jīng)成為實(shí)施干涉行為的重要行為體,且具有國家行為體所不具備的優(yōu)勢,因此,有必要從理論和實(shí)踐的角度來分析國際組織的干涉行為。
[Abstract]:At present, the role of international intergovernmental organizations, represented by the United Nations, in foreign intervention has become more and more prominent. Through the implementation of economic sanctions, these organizations send civilian police and even direct military forces to interfere with the target country. Help target countries restore peace and build the country. The theoretical discussion of interference by international organizations, which involves a wide range of disciplines such as international law, international relations and sociology, and which covers sources of legitimacy and authority for interference by international organizations, The internal operating mechanism of international organizations and the way of interaction between international organizations and countries, etc. In addition to the United Nations, regional organizations, represented by the European Union and the African Union, are playing an increasingly prominent role in foreign intervention and peacekeeping operations. Since the late 1990s, the European Union has carried out military operations in Macedonia, Congo and Bosnia and Herzegovina, as well as non-military operations in Bosnia and Herzegovina. The African Union has also conducted peacekeeping operations in Burundi, Somalia and Sudan. These actions demonstrate that international intergovernmental organizations, including global and regional organizations, have now become important actors in the conduct of interventions and have advantages not available to national actors, and therefore, It is necessary to analyze the interference of international organizations from the angle of theory and practice.
