【摘要】：中國構建“負責任大國”身份,是堅持和平發(fā)展道路,建設中國特色社會主義事業(yè)的必然要求,也是中國始終堅持和諧發(fā)展的必然結果。20世紀90年代中期以后,中國政府明確提出要做“負責任大國”,這一國家身份選擇在中國自身發(fā)展的主觀訴求和與國際社會的互動中逐步建構起來。本文首先從歷史、現(xiàn)實及理論意義分析了中國選擇做“負責任大國”的必要性,進而明確了中國做“負責任大國”的重要內涵,最后指出了中國建構“負責任大國”的理論和現(xiàn)實路徑。中國選擇做“負責任大國”的原因主要在于三個方面,首先,是在參照其它大國發(fā)展的歷史經(jīng)驗基礎上的正確選擇。其次,是對“中國威脅論”等論調的有效回應。最后,也是全球化下,相互依存理論的必然要求。在全面論述了構建“負責任大國”的歷史必然性基礎上,進一步詮釋了“負責任大國”的內涵,指出,責任是國際社會對一國發(fā)展的必然要求,但中國在當今國際社會中能夠承擔的責任是有原則的,中國“負責任大國”這一身份所要求的責任,主要是以效遏制戰(zhàn)爭,維護世界和平為主題,以加強國際合作,實現(xiàn)共同繁榮為主要形式,以推動不同文明共存共榮,構建和諧社會為最終目標。最后,中國建構“負責任大國”身份的路徑是通過與國際社會的互動建構一種社會共有文化,形成對“負責任大國”身份的國際認同,并以政府間、非政府間的交往,以及各種形式的公共外交實踐,不斷展示負責任的國家形象,加強溝通,充分發(fā)揮中國特色社會主義價值的影響力,促進“負責任大國”身份內化。
[Abstract]:China's identity as a "responsible power" is an inevitable requirement for adhering to the road of peaceful development and the cause of building socialism with Chinese characteristics. It is also an inevitable result of China's consistent and harmonious development since the mid-1990s.The Chinese government has clearly proposed to be a "responsible big country", which is gradually constructed in the subjective demands of China's own development and its interaction with the international community.This paper first analyzes the necessity of China's choosing to be a "responsible power" from the historical, realistic and theoretical significance, and then clarifies the important connotation of China as a "responsible power".Finally, it points out the theoretical and practical path of China's construction of "responsible power".The reason why China chooses to be a "responsible big country" mainly lies in three aspects. Firstly, it is a correct choice based on the historical experience of the development of other great powers.Secondly, it is the effective response to the theory of China threat and so on.Finally, it is the inevitable requirement of interdependence theory under globalization.On the basis of expounding the historical inevitability of constructing "responsible power", this paper further interprets the connotation of "responsible power", and points out that responsibility is an inevitable requirement for the development of a country by the international community.However, the responsibilities that China can shoulder in the international community today are principled. The responsibilities that China demands as a "responsible big country" are mainly aimed at containing war and safeguarding world peace as the main theme, in order to strengthen international cooperation.The main form of realizing common prosperity is to promote the common prosperity of different civilizations and build a harmonious society.Finally, the path for China to construct the identity of "responsible power" is to construct a social common culture through interaction with the international community, to form an international identity of "responsible power" and to communicate between governments and non-governments.And various forms of public diplomacy practice, constantly display responsible national image, strengthen communication, give full play to the influence of socialist value with Chinese characteristics, and promote the "responsible country" identity internalization.
