【摘要】："中國(guó)責(zé)任論"是伴隨中國(guó)快速崛起后國(guó)際社會(huì)的某種期待表述,其主要內(nèi)涵為:第一,中國(guó)未能盡到自己的國(guó)際責(zé)任;第二,中國(guó)所應(yīng)擔(dān)負(fù)的責(zé)任應(yīng)與其實(shí)力相適應(yīng);第三,中國(guó)30多年的高速發(fā)展是搭了西方國(guó)家的便車(chē),隨著中國(guó)的崛起,中國(guó)應(yīng)該承擔(dān)更多的國(guó)際責(zé)任。其中既有合理的訴求也隱含著不善動(dòng)機(jī),應(yīng)理性理解并區(qū)別對(duì)待。對(duì)此,我們必須做到:首先,中國(guó)承擔(dān)的國(guó)際責(zé)任應(yīng)該與自身的能力相適應(yīng),不能承擔(dān)力所不及的責(zé)任。其次,中國(guó)承擔(dān)的國(guó)際責(zé)任應(yīng)該與國(guó)家戰(zhàn)略相適應(yīng),不能以損害國(guó)家戰(zhàn)略為代價(jià)承擔(dān)國(guó)際責(zé)任。第三,中國(guó)承擔(dān)的國(guó)際責(zé)任應(yīng)與中國(guó)享有的國(guó)際權(quán)力相適應(yīng)。要盡力而為,量力而行,既不能無(wú)所作為,也不能大包大攬,要在國(guó)家利益與國(guó)際主義間構(gòu)建起一種平衡。
[Abstract]:"China's responsibility theory" is a kind of expectation expression of the international community following China's rapid rise. Its main connotation is: first, China has failed to fulfill its international responsibilities; second, China's responsibilities should be commensurate with its strength; and third,China's rapid development for more than 30 years is a hitchhiker in the West, and with its rise, China should shoulder more international responsibilities.There are both reasonable demands and implied bad motives, which should be rationally understood and treated differently.In this regard, we must do: first, China's international responsibilities should be commensurate with its own capabilities, can not take responsibility beyond its means.Secondly, China's international responsibility should be adapted to national strategy, and international responsibility should not be taken at the expense of national strategy.Third, China's international responsibilities should be commensurate with China's international power.We should do what we can and do it within our means, neither do nothing, nor do it in a big way. We must strike a balance between national interests and internationalism.
