【摘要】：1989年東歐政局劇變后,中東歐國家在開始多重轉(zhuǎn)型的同時努力融入歐洲一體化進程,內(nèi)政與外交這兩個方面相互影響。本文以斯洛伐克為例,深入和細致地研究了歐盟條件性對中東歐國家政治轉(zhuǎn)型方向與速度的引導和推動。根據(jù)梅恰爾政府和祖林達政府對歐盟條件性采取的不同態(tài)度及成效,文章指出,外因需要通過內(nèi)因發(fā)揮作用。只有在中東歐國家政治精英和民眾期望歐盟及其加入歐盟的條件性影響國內(nèi)政治發(fā)展時,它們才能發(fā)揮顯著的影響和作用。
[Abstract]:After the political situation of Eastern Europe changed dramatically in 1989, the countries of Central and Eastern Europe tried hard to integrate themselves into the process of European integration while they began to transform in many ways, and the internal affairs and foreign affairs affected each other.Taking Slovakia as an example, this paper makes a thorough and detailed study on the direction and speed of political transformation in Central and Eastern European countries guided and promoted by EU conditionality.According to the different attitudes and effects of Meciar and Dzurinda governments towards EU conditionality, the article points out that external causes need to play a role through internal causes.Only when the political elites and people of the Central and Eastern European countries expect the EU and its conditions to join the EU to influence the domestic political development can they play a significant role.
