【摘要】：歐盟在冷戰(zhàn)結束之后迅速的東擴,為歐盟在90年代經(jīng)歷過外交挫折后帶來一線曙光。規(guī)范性力量歐洲的概念正是基于歐盟(歐共體)首先通過在鄰國擴散其規(guī)范,并最終在鄰國成功擴張而提出的。不同于傳統(tǒng)的實力外交,歐盟的外交是建立在其強大的思想和理念基礎之上的。歐盟規(guī)范性外交最明顯地反映在與鄰國的關系之中。從外交的目標、手段和結果上看,歐盟的鄰國政策是一項規(guī)范性外交政策,是實現(xiàn)歐盟規(guī)范性外交的手段。 總的來說,本文是針對規(guī)范性外交的三個評判標準來看歐盟鄰國政策是否為一項規(guī)范性外交政策,以及影響其規(guī)范性外交的因素。并且分別從兩個視角來考察歐盟鄰國政策的規(guī)范性外交：1.從歐盟視角,首先分析歐盟鄰國政策的背景和運行機制,以及鄰國政策中規(guī)范性外交的目標、實現(xiàn)的途徑和結果,然后分析影響其規(guī)范性目標和實現(xiàn)途徑的因素：(1).權力、利益和規(guī)范的關系：權力是規(guī)范得以擴散的后盾,利益和規(guī)范處于一種不斷調整和適應的過程中,利益與規(guī)范的矛盾削弱了歐盟鄰國政策的規(guī)范性目標；(2).歐盟對自我的認知和對外界的認知的不斷變化,影響了其在鄰國規(guī)范性外交的實現(xiàn)途徑。2.從鄰國角度看影響歐盟規(guī)范性外交結果,即鄰國接受歐盟規(guī)范性外交的因素主要有：(1).基于利益-代價的衡量；(2).當權者的利益。并以烏克蘭為例,探討歐盟在鄰國政策框架下對烏克蘭的規(guī)范性外交及其結果,以及影響當權者接受歐盟規(guī)范性外交的因素,即自亞努科維奇上臺后烏克蘭開始轉變對歐盟鄰國政策中規(guī)范性外交的原因。
[Abstract]:The rapid eastward expansion of the EU after the end of the Cold War brought a glimmer of light to the EU after diplomatic setbacks in the 1990 s.The concept of normative power Europe is based on the European Union (EC) first through the diffusion of its norms in neighbouring countries and finally in neighbouring countries successfully expanded.Unlike traditional power diplomacy, EU diplomacy is based on its strong ideas and ideas.The EU's normative diplomacy is most clearly reflected in its relations with its neighbours.From the goal, means and result of diplomacy, the neighboring countries policy of EU is a normative foreign policy and a means to realize EU's normative diplomacy.In general, this paper is based on the three criteria of normative diplomacy to see whether the EU's neighboring countries' policy is a normative foreign policy and the factors that affect its normative diplomacy.And from two perspectives to examine the EU's neighbor policy normative diplomacy: 1.From the perspective of EU, this paper first analyzes the background and operational mechanism of EU's neighboring countries' policies, as well as the objectives, ways and results of normative diplomacy in the policy of neighboring countries, and then analyzes the factors that affect its normative objectives and ways of realization.The relationship among power, interest and norm: power is the backing behind the spread of norms, and the interests and norms are in a process of constant adjustment and adaptation. The contradiction between interests and norms weakens the normative objectives of the EU's neighboring countries.The EU's changing perception of itself and of the outside world has affected its approach to normative diplomacy in neighbouring countries.From the point of view of neighboring countries, the result of EU normative diplomacy is mainly affected by the factor of acceptance of EU normative diplomacy by neighbouring countries.On the basis of profit-cost measurement.The interests of those in power.Taking Ukraine as an example, this paper discusses the EU's normative diplomacy towards Ukraine under the framework of neighboring countries' policy and its results, as well as the factors affecting the acceptance of EU normative diplomacy by those in power.That is, since Yanukovych came to power, Ukraine began to change the EU neighbor policy normative diplomacy.
