【摘要】：中美關(guān)系在當(dāng)今國際關(guān)系中占據(jù)著舉足輕重的地位。而中美兩國間的軍事交流是這一重要雙邊關(guān)系中的一個組成部分,是兩國間共同戰(zhàn)略利益最為直接、最為客觀的表現(xiàn),同時也是反映中美兩國關(guān)系走勢的“風(fēng)向標(biāo)”。縱觀兩國自1979年正式建交以來三十多年的發(fā)展歷程,兩國間進(jìn)行的軍事交流的發(fā)展走過了相當(dāng)長的一段曲折歷程。正是因為中美兩國進(jìn)行軍事交流的順利與否在很大程度上對兩國的國家安全、亞太地區(qū)以及全球的安全穩(wěn)定都起到了具有決定性的作用。本文將中美兩國間的六次軍事交流分為三個階段進(jìn)行探析,在此基礎(chǔ)上對兩國間開展軍事交流的規(guī)律性認(rèn)識有著更進(jìn)一步的深化與了解。 本文首先通過對中美兩軍自兩國建交以來進(jìn)行軍事交流與合作歷程的簡要回顧,總結(jié)出中美軍事交流的總體特點。在此基礎(chǔ)上,運用國際政治理論中的建構(gòu)主義,結(jié)合兩國間三十多年以來的軍事交流發(fā)展歷程,以探析中美軍事交流的發(fā)展規(guī)律。最后,作者認(rèn)為,從當(dāng)前的發(fā)展局勢來看,雖然存在一定的分歧與沖突,但雙方都處于對各自戰(zhàn)略利益的需要,所以兩國間的軍事交流進(jìn)程在短期內(nèi)還是會得到一定的平穩(wěn)發(fā)展;而從長遠(yuǎn)發(fā)展的角度來看,由于兩國間存在一系列在短時間內(nèi)難以解決的結(jié)構(gòu)性矛盾與沖突,未來進(jìn)行軍事交流的發(fā)展前景不容樂觀。所以,根據(jù)中美兩國軍事交流三十多年以來取得的經(jīng)驗與教訓(xùn),我國應(yīng)該采取一系列積極有效的措施來保證中美軍事關(guān)系能夠穩(wěn)定健康的向前發(fā)展,進(jìn)而為中國真正實現(xiàn)國家的強大與國際地位的提高創(chuàng)造一個有利的國際環(huán)境。
[Abstract]:Sino-American relations play an important role in today's international relations.The military exchange between China and the United States is an integral part of this important bilateral relationship, the most direct and objective manifestation of the common strategic interests between the two countries, and a "weathervane" reflecting the trend of the relationship between China and the United States.Looking at the development of the two countries since the establishment of diplomatic relations in 1979, the development of military exchanges between the two countries has gone through a long and tortuous course.It is precisely because the smooth military exchanges between China and the United States have to a large extent played a decisive role in the national security of the two countries, as well as in the security and stability of the Asia-Pacific region and the world.In this paper, the six military exchanges between China and the United States are divided into three stages, on the basis of which the understanding of the regularity of military exchanges between the two countries has been further deepened and understood.This paper first summarizes the general characteristics of the military exchanges between China and the United States through a brief review of the military exchanges and cooperation between the Chinese and American armies since the establishment of diplomatic relations between the two countries.On this basis, applying constructivism in international political theory and combining the development course of military exchanges between the two countries in the past 30 years, the development law of military exchanges between China and the United States is analyzed.Finally, the author believes that, in view of the current development situation, although there are certain differences and conflicts, both sides are in the need of their respective strategic interests.Therefore, the process of military exchanges between the two countries will develop steadily in the short term. From the perspective of long-term development, there are a series of structural contradictions and conflicts between the two countries that are difficult to resolve in a short period of time.The prospect of military exchanges in the future is not optimistic.Therefore, according to the experience and lessons learned from the military exchanges between China and the United States over the past 30 years, China should adopt a series of positive and effective measures to ensure that Sino-US military relations can develop steadily and healthily.Thus, a favorable international environment is created for China to realize its national strength and enhance its international status.
