【摘要】：在中美拉三邊關(guān)系中,美拉關(guān)系是傳統(tǒng)聯(lián)系,其對(duì)美國(guó)高層決策者有強(qiáng)大的剛性作用。中拉關(guān)系是新近聯(lián)系,是目前中美拉三邊互動(dòng)凸顯的動(dòng)力。中美關(guān)系則是三邊關(guān)系整體的核心,決定著三邊互動(dòng)的基本面。未來(lái)三邊互動(dòng)的基本態(tài)勢(shì)是,中國(guó)和拉美經(jīng)濟(jì)的持續(xù)發(fā)展促使雙方進(jìn)一步加強(qiáng)聯(lián)系,然而,美國(guó)對(duì)拉美的霸權(quán)思維定勢(shì)則會(huì)導(dǎo)致其對(duì)中拉互動(dòng)產(chǎn)生強(qiáng)烈的不信任感。兩者之間會(huì)形成一定的緊張關(guān)系。中國(guó)無(wú)需因擔(dān)心中美關(guān)系受影響而不發(fā)展中拉關(guān)系,同時(shí)也不能貿(mào)然采取行動(dòng)引起美國(guó)的強(qiáng)烈不安并最終導(dǎo)致中美關(guān)系的嚴(yán)重受挫。此外,中美拉三邊的良性互動(dòng)機(jī)制也極其必要。這種三邊良性互動(dòng)機(jī)制應(yīng)既包括民間的經(jīng)濟(jì)和文化交流,也包含中美拉三邊的高層戰(zhàn)略對(duì)話。
[Abstract]:In Sino-American-Latin America-Latin America-Latin America-Latin America-Latin America-Latin America-Latin America-Latin America-Latin America-Latin America-Latin America-Latin America-Latin America-Latin America-Latin America-The relationship between China and Latin America is a new connection and the motive force of the trilateral interaction between China and Latin America.The relationship between China and the United States is the core of the trilateral relationship, which determines the fundamental aspects of trilateral interaction.The basic trend of trilateral interaction in the future is that the sustained economic development of China and Latin America urges the two sides to further strengthen their ties. However, the hegemonic thinking of the United States towards Latin America will lead to a strong distrust of the interaction between China and Latin America.There will be some tension between the two.China does not have to avoid developing relations with China because of concerns about the impact on its relations with the United States, nor should it rush to take action that would cause strong U.S. anxiety and, ultimately, a serious setback in Sino-US relations.In addition, China-America-Latin America trilateral benign interaction mechanism is also extremely necessary.This kind of trilateral benign interaction mechanism should include not only nongovernmental economic and cultural exchanges, but also the high-level strategic dialogue between China, the United States and Latin America.
