【摘要】：通過從政策內容、背景及成效三個方面對奧巴馬政府對朝政策的研究成果進行梳理,文章發(fā)現(xiàn),當前學界對這一問題的研究存在三個方面的不足:一是"戰(zhàn)略忍耐"不足以概括奧巴馬政府對朝政策的全部內容;二是對奧巴馬政府制定對朝政策的原因解釋仍停留在美朝雙邊層面;三是對奧巴馬政府的朝鮮政策對中國造成的影響缺乏系統(tǒng)研究。為彌補上述不足,文章在政策內容的界定方面構建了"四位一體"框架,即從多邊層面、同盟層面、美中層面以及單邊層面概括了奧巴馬政府對朝政策的主要內容;在政策制定的原因解釋方面,文章引入了政策環(huán)境因素,通過探討朝鮮半島和東北亞區(qū)域環(huán)境出現(xiàn)的新變化,以期更全面地解釋奧巴馬政府對朝政策的成因;在政策成效方面,對奧巴馬政府的朝鮮政策對中國造成的影響做出了判斷。最后,文章總結了奧巴馬政府對朝政策與前任政府存在的區(qū)別,并對其剩余任期的對朝政策走向做出了大致預測。
[Abstract]:Through combing the research results of the Obama administration on the DPRK policy from three aspects of policy content, background and effect, the article finds thatThere are three deficiencies in the current academic research on this issue: first, "strategic tolerance" is not enough to summarize the whole content of Obama administration's policy towards North Korea;The second is that the reasons for the Obama administration's policy toward North Korea still remain at the bilateral level, and the third is the lack of systematic research on the impact of the Obama administration's North Korea policy on China.In order to make up for the above deficiencies, the article constructs the "four-in-one" framework in the definition of policy content, that is, from the multilateral level, the alliance level, the United States and China level and unilateral level to summarize the main contents of Obama administration's policy towards North Korea;In terms of the explanation of the reasons for the policy making, the article introduces the policy environment factor, through discussing the new changes in the environment of the Korean Peninsula and the Northeast Asia region, in order to explain more comprehensively the causes of the Obama administration's policy toward the DPRK;The impact of the Obama administration's North Korea policy on China has been judged.Finally, the paper summarizes the differences between the Obama administration's policy towards North Korea and his predecessor's, and makes a rough prediction of the direction of his policy toward North Korea for the rest of his term.
