【摘要】：在伊拉克戰(zhàn)爭(zhēng)問(wèn)題上,歐盟作為一個(gè)整體,其反戰(zhàn)的基本立場(chǎng)是明確的,歐盟明確要求伊拉克問(wèn)題應(yīng)在聯(lián)合國(guó)框架下得到解決。 但歐盟主要機(jī)構(gòu)及高層領(lǐng)導(dǎo)人通過(guò)歐盟規(guī)定的機(jī)制協(xié)調(diào)歐盟各國(guó)在伊拉克問(wèn)題上出現(xiàn)了分歧,希望歐盟各成員國(guó)能夠在伊拉克問(wèn)題上采取統(tǒng)一立場(chǎng),明確要求伊拉克問(wèn)題應(yīng)在聯(lián)合國(guó)框架下得到解決。但是由于歐盟共同外交與安全政策的各種局限性尤其是共同外交與安全政策的政府間性質(zhì)的制約,使歐盟對(duì)伊拉克問(wèn)題的決策權(quán)主要掌握在成員國(guó)手里,而歐盟對(duì)伊拉克問(wèn)題能否形成統(tǒng)一的共同外交政策主要取決于法德英這三個(gè)歐盟大國(guó)能否達(dá)成一致的立場(chǎng)。 歐盟及其成員國(guó)在伊拉克戰(zhàn)爭(zhēng)問(wèn)題上的外交政策出現(xiàn)了嚴(yán)重分歧,這是歐盟內(nèi)外因素共同作用的結(jié)果。美國(guó)是歐盟內(nèi)部分歧的產(chǎn)生的重要因素,美國(guó)通過(guò)在歐洲內(nèi)部扶植“新歐洲”來(lái)遏制“老歐洲”的影響；但根本原因仍是歐盟自身的問(wèn)題,各成員國(guó)國(guó)家利益不同,新老歐洲國(guó)家造成的內(nèi)部分裂傾向加劇,歐盟在制定共同外交政策上運(yùn)行機(jī)制的局限性等都是重要原因。這一分歧對(duì)歐洲一體化產(chǎn)生了不利影響,表現(xiàn)在經(jīng)濟(jì)、政治和文化三個(gè)方面阻礙了歐洲一體化進(jìn)程發(fā)展。 2003年歐盟在伊拉克戰(zhàn)爭(zhēng)問(wèn)題上的內(nèi)部分歧是歐盟發(fā)展中受內(nèi)外因素綜合作用的結(jié)果,也是歐洲一體化進(jìn)程中充滿挑戰(zhàn),曲折性和艱難性的綜合體現(xiàn)。但是對(duì)這一分歧的反思則有利于改進(jìn)歐洲一體化發(fā)展模式。
[Abstract]:On the issue of Iraq war, the basic position of the European Union as a whole is clear, and the EU explicitly requires that the Iraqi issue be solved under the framework of the UN.
But the main EU institutions and top leaders through the EU regulation mechanism coordination between the EU countries there is disagreement on the issue of Iraq, hoping that the EU Member States to take a unified position on the issue of Iraq, Iraq clearly requires problems should be resolved in the framework of the United Nations. But due to various limitations of EU Common Foreign and security policy especially is the restriction of the common foreign and security policy between the government of the nature of the EU on Iraq's main control decision-making power in the hands of members, while the EU Common Foreign Policy on Iraq could form a unified mainly depends on France and Germany and Britain within the EU three countries can reach a consistent position.
The EU and its member states in the Iraq War foreign policy appeared serious differences, this is the interaction result of internal and external factors. The United States is an important factor in the differences within the EU, the United States through within Europe to foster the "new Europe" to curb the influence of "old Europe"; but the fundamental reason is the EU itself the problem, each member of different national interests, resulting in new and old European countries internal separatist tendencies intensified, the operation mechanism in the development of common foreign policy limitations are important reasons. This difference had a negative impact on European integration, manifested in the three aspects of economic, political and cultural obstacles in European integration the process of development.
In 2003 the European Union on the Iraq war is affected by internal differences of internal and external factors in the development of the EU, but also full of challenges in the process of European integration, a comprehensive reflection of tortuous and difficult. But the reflection of this disagreement is conducive to the improvement of European integration development mode.
