【摘要】：全球化進程加速發(fā)展，中國改革發(fā)展進入關(guān)鍵時期，國家安全隨著國家利益空間的拓展而延伸。中國實現(xiàn)崛起的前提在于國家利益能得到維護。國際安全形勢發(fā)生深刻變化，新一輪戰(zhàn)略調(diào)整正在展開，戰(zhàn)爭形態(tài)加速演進，中國國家利益在和平、合作、發(fā)展的旗幟下不斷發(fā)展，軍隊建設(shè)和軍事斗爭面臨許多新任務(wù)，軍隊必須為國家的利益拓展保駕護航，為中國長遠發(fā)展做好充分準備。國家利益拓展與軍隊職能延伸具有本質(zhì)聯(lián)系，世界大國崛起的模式對我國國家利益拓展與軍隊職能延伸有鏡鑒意義。本研究揭示了命題的含義與價值；闡述國家利益拓展和軍隊職能的基本內(nèi)涵，分析大國利益拓展的類型以及啟示；分析國家利益拓展的主要背景和動因，研究國際戰(zhàn)略形勢和世界戰(zhàn)略格局，闡述重要戰(zhàn)略機遇期的基本概念，并介紹戰(zhàn)略視野由領(lǐng)土邊疆改變到利益邊疆所帶來的挑戰(zhàn)；闡明軍隊職能延伸的外部決定過程，列舉非傳統(tǒng)安全問題，分析新的安全形勢，，并介紹軍隊職能延伸的主要特征；研究國家利益拓展對軍隊職能提出的需求；對延伸軍隊職能維護國家利益拓展進行思考，進行中西方國家國家利益拓展差異性研究，探討關(guān)于軍隊職能延伸的理論誤區(qū)，分析國家利益拓展背景下軍隊職能延伸所遇到的特殊挑戰(zhàn)，探索解決問題的基本途徑。
[Abstract]:The process of globalization accelerates and China's reform and development enters a critical period, and national security extends with the expansion of national interest space.The premise of China's rise is that its national interests can be safeguarded.Profound changes have taken place in the international security situation, a new round of strategic readjustment is under way, the pattern of war is accelerating and evolving, China's national interests continue to develop under the banner of peace, cooperation and development, and the army building and military struggle are faced with many new tasks.The armed forces must protect the interests of the country and make adequate preparations for China's long-term development.The expansion of national interests and the extension of military functions are intrinsically related, and the pattern of the rise of world powers is instructive for the expansion of national interests and the extension of military functions in China.This study reveals the meaning and value of the proposition, expounds the basic connotation of the national interest expansion and the military function, analyzes the types and revelations of the great country interest expansion, and analyzes the main background and motivation of the national interest expansion.This paper studies the international strategic situation and the world strategic pattern, expounds the basic concepts of the period of important strategic opportunity, introduces the challenges brought by the change of strategic vision from the territorial frontier to the interest frontier, and clarifies the external decision process of the extension of military functions.Enumerate non-traditional security issues, analyze the new security situation, and introduce the main characteristics of the extension of military functions; study the demand for military functions put forward by the expansion of national interests; think about the expansion of extending military functions to safeguard national interests.This paper studies the differences of national interests between Chinese and western countries, probes into the theoretical misunderstandings about the extension of military functions, analyzes the special challenges encountered by the extension of military functions in the context of the expansion of national interests, and explores the basic ways to solve the problems.
