【摘要】： 中美兩國建交30余年來,在經(jīng)貿(mào)、政治和軍事交流及國際合作方面都取得了舉世矚目的成就。然而,中美兩國關(guān)系的發(fā)展并不是一帆風(fēng)順的。由于兩國在意識形態(tài)、地緣發(fā)展戰(zhàn)略、政治文化的差異以及臺灣問題日益國際化的影響下,兩國在軍事、戰(zhàn)略安全、非傳統(tǒng)安全問題等方面存在很深的不信任。這種不信任可能在偶然因素的刺激下爆發(fā),對中美關(guān)系造成很大的破壞,使兩國關(guān)系發(fā)生倒退,如1995年的臺海危機(jī)。 中美兩國之間的不信任影響著雙邊關(guān)系向更深層次的發(fā)展,影響兩國戰(zhàn)略穩(wěn)定目標(biāo)的實(shí)現(xiàn)。中美關(guān)系是世界上最重要的雙邊關(guān)系之一。在全球化發(fā)展迅速的今天,中美關(guān)系已經(jīng)日益超越了雙邊關(guān)系的范疇,它的穩(wěn)定發(fā)展對于亞太地區(qū)乃至整個(gè)世界的和平與發(fā)展都有著非常重要的作用。目前兩國都已經(jīng)認(rèn)識到了加強(qiáng)戰(zhàn)略互信對雙邊關(guān)系發(fā)展的重要性,并積極采取措施加強(qiáng)兩國的戰(zhàn)略互信。 本文主要分為五個(gè)部分。第一部分概述了國際關(guān)系中信任理論的歷史沿革、國際社會中建立信任措施的實(shí)踐,分析了“戰(zhàn)略互信”這一概念的涵義,并提出中美關(guān)系屬于低度信任的國家關(guān)系。第二部分通過中美關(guān)系發(fā)展的歷史與現(xiàn)狀來闡述中美關(guān)系缺乏戰(zhàn)略互信這一事實(shí),并具體分析了戰(zhàn)略互信的缺失在中美關(guān)系各個(gè)方面的表現(xiàn)。第三部分分析了造成中美戰(zhàn)略互信缺失的原因,包括歷史原因、意識形態(tài)因素、文明的沖突、霸權(quán)周期論和臺灣問題。第四部分探討了增進(jìn)中美戰(zhàn)略互信的措施。首先要從認(rèn)知層面,加強(qiáng)對彼此戰(zhàn)略互信這一現(xiàn)象的認(rèn)識,要減少彼此的戰(zhàn)略誤判,正確定位兩國關(guān)系,避免對對方產(chǎn)生過高期望�！昂椭C世界”的理論也應(yīng)該成為中美關(guān)系發(fā)展的基礎(chǔ)。其次是在實(shí)踐中,要拓寬和加深兩國的合作層面,完善兩國交流與合作的機(jī)制,使其真正發(fā)揮增進(jìn)戰(zhàn)略互信的作用。第五部分為結(jié)語。筆者認(rèn)為,作為國家間解決問題的能夠共同接受的前提,作為國家間發(fā)展關(guān)系的努力方向和奮斗目標(biāo),中美之間的戰(zhàn)略互信是可以實(shí)現(xiàn)的,但是我們要充分認(rèn)識到這一過程的漫長與艱辛。
[Abstract]:Since the establishment of diplomatic relations between China and the United States more than 30 years ago, China and the United States have made remarkable achievements in economic and trade, political and military exchanges and international cooperation.However, relations between China and the United States have not developed smoothly.Under the influence of ideology, geopolitical development strategy, political and cultural differences and the increasing internationalization of the Taiwan issue, the two countries have deep mistrust in military, strategic security and non-traditional security issues.This distrust may be spurred by accidental factors, causing great damage to Sino-US relations, causing a retrogression between the two countries, such as the Taiwan Strait crisis in 1995.The distrust between China and the United States affects the development of bilateral relations to a deeper level and the realization of the strategic stability goals of the two countries.The relationship between China and the United States is one of the most important bilateral relations in the world.Today, with the rapid development of globalization, Sino-US relations have increasingly exceeded the scope of bilateral relations. Its stable development plays a very important role in the peace and development of the Asia-Pacific region and the whole world.At present, both countries have recognized the importance of strengthening strategic mutual trust to the development of bilateral relations, and have actively taken measures to strengthen strategic mutual trust between the two countries.This paper is divided into five parts.The first part summarizes the historical evolution of trust theory in international relations, the practice of confidence-building measures in international society, analyzes the meaning of the concept of "strategic mutual trust", and puts forward that Sino-US relations belong to the relationship of countries with low degree of trust.The second part expounds the fact that Sino-US relations lack of strategic mutual trust through the history and current situation of Sino-US relations, and analyzes the performance of the lack of strategic mutual trust in all aspects of Sino-US relations.The third part analyzes the causes of the lack of strategic trust between China and the United States, including historical reasons, ideological factors, the conflict of civilization, hegemonic cycle theory and the Taiwan issue.The fourth part discusses the measures to enhance the strategic mutual trust between China and the United States.First of all, we should strengthen the understanding of the phenomenon of mutual strategic mutual trust from the cognitive level, reduce the strategic misjudgment of each other, correctly position the relationship between the two countries, and avoid having too high expectations of each other.The theory of a harmonious world should also be the basis for the development of Sino-American relations.Secondly, in practice, we should broaden and deepen the level of cooperation between the two countries, perfect the mechanism of exchanges and cooperation between the two countries, and make it really play a role in enhancing strategic mutual trust.The fifth part is the conclusion.The author believes that as a mutually acceptable prerequisite for solving problems among countries, and as a direction and goal for the development of relations between countries, the strategic mutual trust between China and the United States can be realized.But we should fully recognize the long and arduous process.
