【摘要】：作為規(guī)范性力量的歐盟在2007年宣布的新中亞戰(zhàn)略中將人權(quán)、法治、善治和民主等規(guī)范性目標置于優(yōu)先地位,并通過運用一系列經(jīng)濟援助型和政治外交型政策工具,試圖引導中亞國家的政治經(jīng)濟轉(zhuǎn)型,以輸出歐盟的價值和制度。但是歐盟內(nèi)部在中亞的利益偏好和政策立場存在嚴重分歧,在各種內(nèi)外因素的掣肘下,其對規(guī)范性目標的追求日益讓位于物質(zhì)性利益,從而在規(guī)范性外交上出現(xiàn)了不斷軟化立場的態(tài)勢。
[Abstract]:The European Union, as a normative force, gave priority to the normative objectives of human rights, the rule of law, good governance and democracy in the new Central Asia strategy announced in 2007, and through the use of a range of economic aid and political diplomacy policy instruments,This paper attempts to guide the political and economic transformation of the Central Asian countries in order to export the value and system of the EU.However, there are serious differences in the interests preference and policy position of the EU in Central Asia. Under the constraints of various internal and external factors, the pursuit of normative goals is increasingly giving way to the material interests.As a result, there is a tendency to soften the position in normative diplomacy.
