韓國在中美安全競爭間的選擇

【摘要】:由于中國的崛起,東亞的地區(qū)秩序發(fā)生了巨大變化,目前正處于過渡階段。在過渡期的地區(qū)秩序下,像韓國這樣的中等國家面臨嚴重問題,即隨著中美大國競爭導致地區(qū)舊秩序削弱,韓國該如何應(yīng)對這種局面。觀察家們?yōu)橹械葒抑赋隽艘幌盗胁呗赃x擇:從制衡到追隨,從防范到接觸。有些觀察家認為,中等國家將通過不同方式扮演穩(wěn)定局面的角色,保持雙重等級體系,因為中等國家有可能從大國僵持中獲益。作者則認為,中等國家可以采用的策略選擇很大程度上受制于大國競爭的背景。在大國競爭的背景下,中等國家在戰(zhàn)略結(jié)盟時很難做出自己的選擇,更多是被迫接受某種選擇。作者使用基本議價理論作為工具,闡述該觀點背后的邏輯支撐是:在影響過渡期地區(qū)秩序的相對穩(wěn)定性方面,中等國家的作用很小;在調(diào)和各種選擇的影響方面,中等國家也不如大國有決定作用。
[Abstract]:As a result of the rise of China, the regional order in East Asia has changed dramatically and is now in a transitional stage.In the transitional regional order, middle-class countries like South Korea are facing serious problems about how South Korea should deal with this situation as competition between China and the United States weakens the old regional order.Observers point out a range of strategic options for the medium-sized countries: from checks and balances to follow, from prevention to engagement.Some observers believe that the middle class will play a stabilizing role in different ways, maintaining a dual hierarchy, as the middle class could benefit from a stand-off between the big powers.The author thinks that the choice of strategy which can be adopted by middle countries is largely restricted by the background of big country competition.Under the background of great power competition, it is very difficult for the middle countries to make their own choice in strategic alliance, and they are forced to accept some kind of choice.Using the basic bargaining theory as a tool, the author explains that the logical support behind this view is that the middle countries play a small role in influencing the relative stability of the order in the transitional regions, and in reconciling the influence of various options,The middle-class countries are not as decisive as the big ones.
