【摘要】：歐盟外交一致性的缺乏已廣為研究學(xué)者和政治家詬病。為增強(qiáng)外交政策的一致性,歐盟通過了《里斯本條約》,創(chuàng)設(shè)了外交事務(wù)與安全政策高級(jí)代表,并隨后建立歐洲對(duì)外行動(dòng)署輔助高級(jí)代表工作。新職位和新機(jī)構(gòu)的建立能否如期增強(qiáng)外交一致性?本文以歷史制度主義為視角,結(jié)合巴爾默分析框架中的治理機(jī)制概念,對(duì)條約改革的影響進(jìn)行學(xué)理分析,進(jìn)而從比較公共政策的視角,探討歐盟外交可能繼續(xù)面臨的三個(gè)方面的沖突。最后,文章認(rèn)為,改革后的歐盟外交政策制度框架將會(huì)變得更為復(fù)雜,政策一致性難以得到真正意義上的提升,但新制度對(duì)成員國利益和價(jià)值塑造的長期影響不容忽視。
[Abstract]:The lack of EU diplomatic coherence has been widely criticized by scholars and politicians.To enhance the coherence of foreign policy, the European Union adopted the Treaty of Lisbon, created the High Representative for Foreign Affairs and Security Policy, and subsequently established the European Agency for Foreign Action to supplement the work of the High Representative.Will the establishment of new posts and institutions improve diplomatic coherence as scheduled?From the perspective of historical institutionalism and the concept of governance mechanism in the framework of Ballmer's analysis, this paper makes a theoretical analysis of the impact of treaty reform, and then compares the perspective of public policy.To explore three possible conflicts that EU diplomacy may continue to face.Finally, the paper holds that the institutional framework of EU foreign policy after the reform will become more complex and the policy consistency will be difficult to enhance in a real sense. However, the long-term influence of the new system on the interests and values of member states should not be ignored.
