【摘要】：在中國的國際能源合作中,東北方向的俄羅斯和西北方向的哈薩克斯坦與中國接壤,能源資源豐富。俄哈兩國都實行能源興國戰(zhàn)略,希望通過能源來獲得國家強盛的強大動力,實施能源出口多元化。而中國經(jīng)濟發(fā)展亦對能源有著越來越大的需求。目前,國內石油產(chǎn)量增長潛力有限,石油進口依存度不斷加大,并且能源來源地和運輸方式比較單一。因此,中國急需開拓新的能源來源地和合作方。從中國多元化的能源進口戰(zhàn)略和地緣優(yōu)勢來看,我國與俄、哈存在天然的能源合作優(yōu)勢。 但是,中俄、中哈能源合作又呈現(xiàn)出不同的特點和模式。中俄合作存在著較大的不穩(wěn)定性和不確定性,中哈合作則相對順利。在合作方向上,中哈能源合作中,中方有較大的主動性；中俄能源合作中,主動性主要在俄一方,俄、中兼有互動。在能源合作的意義上,對哈來說,其能源出口越多元就越安全,而俄羅斯則利用能源作為實現(xiàn)國家利益的手段,把能源問題與它的大國外交行為相聯(lián)系。 本文試圖通過中俄、中哈能源合作比較研究,歸納出中俄、中哈能源合作的不同,并試圖梳理出中國國際能源合作的特征與發(fā)展趨勢,為中國國際能源合作提供指導和建議。
[Abstract]:In China's international energy cooperation, Russia in the northeast and Kazakhstan in the northwest border with China, which is rich in energy resources.Both Russia and Kazakhstan have adopted the strategy of rejuvenating the country, hoping to gain a strong impetus for national prosperity through energy, and to diversify their energy exports.China's economic development also has a growing demand for energy.At present, domestic oil production growth potential is limited, oil import dependence is increasing, and energy source and transportation mode is relatively simple.As a result, China urgently needs to open up new energy sources and partners.From the view of China's diversified energy import strategy and geographical advantages, there are natural energy cooperation advantages between China and Russia and Kazakhstan.However, China-Russia, China-Kazakhstan energy cooperation also presents different characteristics and models.There is greater instability and uncertainty in Sino-Russian cooperation, while cooperation between China and Kazakhstan is relatively smooth.In the direction of cooperation, China has greater initiative in the energy cooperation between China and Kazakhstan, and in the energy cooperation between China and Russia, the initiative is mainly on the Russian side, Russia and China have interaction.In the sense of energy cooperation, for Kazakhstan, the more yuan it exports, the safer it will be, and Russia will use energy as a means to realize the national interests, and link the energy problem with its diplomatic behavior of big powers.This paper attempts to summarize the differences between China and Russia and between China and Kazakhstan through the comparative study of Sino-Russian and Sino-Kazakh energy cooperation, and tries to sort out the characteristics and development trend of China's international energy cooperation in order to provide guidance and suggestions for China's international energy cooperation.
