【摘要】：對外戰(zhàn)略從根本上來說與國家戰(zhàn)略利益是密切相關的,深刻影響著一國的國際地位和國家目標的實現(xiàn),尤其側重于一國國際利益的維護和拓展。國家實力是一國對外戰(zhàn)略制定和實施的基礎,國家實力一般意義上包含硬實力和軟實力兩方面的內容。近年來,軟實力研究已成為各國對于國家戰(zhàn)略研究的一個突出部分。 軟實力日益成為衡量一個國家國際地位和國際影響力的重要指標。在全球化背景下,硬實力方面,隨著經(jīng)濟的迅速發(fā)展,國家經(jīng)濟總量以及人民生活水平都得到大幅提升；軍事方面,國防現(xiàn)代化及國防科技化的發(fā)展都彰顯著一國國力的強盛。但同時軟實力對一國的發(fā)展變得越來越重要,國民的文化、教育、心理和身體素質,國家的科技水平,民族文化的優(yōu)越性和先進性,國家的人才資源和戰(zhàn)略人才的儲備情況,政府的凝聚力,社會團結和穩(wěn)定的程度,經(jīng)濟和社會發(fā)展的可持續(xù)性等都在影響著一國的國家形象和國際地位。同時,軟實力與國家利益密切相關,影響國家利益的實現(xiàn)程度。 國家形象作為軟實力的一個核心要素,被視為主權國家最重要的無形資產(chǎn)之一,各主要大國均將國家形象視為軟實力的核心要素并加以塑造,國家形象與對外戰(zhàn)略是相互影響,相互促進的。近年來,中國與印度在國際政治中的迅速發(fā)展引起了國際社會的普遍關注,兩國在注重硬實力的發(fā)展外,都開始進行軟實力方面的大力建設,積極樹立良好的國家形象以贏得國際社會的支持和認可,兩國的對外戰(zhàn)略更是重塑著各自特有的國家形象�！爸袊{論”的甚囂塵上以及印度“核試驗”帶來的負面影響都要求兩國在對外戰(zhàn)略中,通過充分發(fā)揮“軟實力”方面的作用改善其國家形象贏得有利于自身發(fā)展的國際環(huán)境。
[Abstract]:National strength is the basis for the formulation and implementation of a country's foreign strategy. National strength generally includes both hard power and soft power.In recent years, the study of soft power has become a prominent part of national strategic research.Soft power is becoming an important index to measure a country's international status and influence.Under the background of globalization, with the rapid development of economy, the total amount of national economy and the standard of living of the people have been greatly improved; in the military, the modernization of national defense and the development of national defense science and technology all show the strength of a country.But at the same time, soft power has become more and more important to the development of a country. The culture, education, psychology and physical quality of the people, the level of science and technology of the country, the superiority and advanced nature of the national culture, the talent resources of the country and the reserve of strategic talents are becoming more and more important.The cohesion of government, the degree of social solidarity and stability, and the sustainability of economic and social development all affect a country's national image and international status.At the same time, soft power and national interests are closely related, affecting the realization of national interests.As a core element of soft power, national image is regarded as one of the most important intangible assets of sovereign states.Mutually reinforcing.In recent years, the rapid development of China and India in international politics has aroused the general concern of the international community. Besides focusing on the development of hard power, both countries have begun to make great efforts to build up soft power.In order to win the support and recognition of the international community, the foreign strategies of the two countries reshape their unique national images.The rise of the "China threat" theory and the negative impact of India's "nuclear test" require the two countries to take part in their foreign strategy.By giving full play to the role of "soft power" to improve its national image to win an international environment conducive to its own development.
