【摘要】：1991年8月,美國總統(tǒng)喬治·布什根據(jù)1986年《戈德華特——尼科爾斯國防部改組法》的相關(guān)規(guī)定向國會提交了這一年度的《美國國家安全戰(zhàn)略報(bào)告》。報(bào)告根據(jù)當(dāng)時世界形勢的劇烈變化,調(diào)整了美國的國家安全戰(zhàn)略。20世紀(jì)80年代末90年代初,蘇聯(lián)的國民經(jīng)濟(jì)嚴(yán)重下滑,社會動蕩,民族分裂情緒日益嚴(yán)重,其綜合國力和國際影響力受到了很大程度的削弱,它的對外戰(zhàn)略也開始進(jìn)行較大幅度的收縮;1990年8月爆發(fā)的海灣危機(jī)以及后來的海灣戰(zhàn)爭,表明地區(qū)性的矛盾和沖突日益加劇,地區(qū)性軍事強(qiáng)國對美國國家安全戰(zhàn)略利益的挑戰(zhàn)日益增強(qiáng)。面對這種變化,老布什政府迅速調(diào)整了自冷戰(zhàn)開始以來持續(xù)40多年的遏制戰(zhàn)略,在這篇報(bào)告中確立了“超越遏制”戰(zhàn)略,將美國的戰(zhàn)略重點(diǎn)由應(yīng)對蘇聯(lián)的全球挑戰(zhàn)轉(zhuǎn)向應(yīng)對地區(qū)性的威脅,更加關(guān)注本國的經(jīng)濟(jì)安全與發(fā)展,主張通過政治、經(jīng)濟(jì)和軍事等綜合安全手段來建立一個美國主導(dǎo)下的“世界新秩序”。這篇報(bào)告對冷戰(zhàn)后的美國利益與目標(biāo)進(jìn)行了重新的界定,并對90年代美國的政治、經(jīng)濟(jì)、防務(wù)議程進(jìn)行了新的規(guī)劃,以便在后冷戰(zhàn)時代更好地維護(hù)美國的國家利益。該報(bào)告的提出對冷戰(zhàn)后的美國國家安全戰(zhàn)略產(chǎn)生了深刻的影響,進(jìn)一步推動了美國國家安全戰(zhàn)略的調(diào)整,最終完成了美國國家安全戰(zhàn)略由冷戰(zhàn)時期向后冷戰(zhàn)時代的轉(zhuǎn)變。
[Abstract]:In August 1991, US President George Bush submitted this year's National Security Strategy report to Congress in accordance with the relevant provisions of the Goldwater-Nichols Department of Defense restructuring Act of 1986.According to the drastic changes in the world situation at that time, the report adjusted the national security strategy of the United States. In the late 1980s and early 1990s, the national economy of the Soviet Union seriously declined, social unrest and ethnic divisions became increasingly serious.Its overall national strength and international influence have been greatly weakened, and its foreign strategy has begun to contract by a large margin. The Gulf crisis that broke out in August 1990 and the subsequent Gulf War show that regional contradictions and conflicts are intensifying day by day.Regional military powers are increasingly challenging the strategic interests of US national security.In the face of this change, the Bush administration quickly adjusted its containment strategy, which has lasted for more than 40 years since the beginning of the Cold War, and established the "beyond containment" strategy in this report.To shift the strategic focus of the United States from addressing the global challenges of the Soviet Union to addressing regional threats, paying more attention to its economic security and development, and advocating the adoption of politics.A combination of economic and military security means to establish a new world order under the leadership of the United States.The report redefines American interests and goals after the Cold War, and plans the American political, economic, and defense agendas in the 1990s to better safeguard America's national interests in the post-Cold War era.The presentation of the report has a profound impact on the American national security strategy after the Cold War, further promoting the adjustment of the US national security strategy, and finally completing the transformation of the US national security strategy from the Cold War period to the post-Cold War era.
